Questions RE SBCV scheme 2015

Dear Calderdale Metropolitan Borough Council,

1. Is the Validation report available for the site wide remediation? If not when will this be made available?
2. With regards to the areas of contaminated land on the Island site referred to as “Hotspots”, have these been removed and remediated?
3. With regards to the soil taken from the former sewage beds which was remediated by I & H Browns (and found to contain levels of asbestos), where was this soil finally used?
4. Was any contaminated soil identified when land from the former Milner Royd tip (now a nature reserve) was dug away to make access for the new link road. Where was soil taken from this area finally used?
5. Will contaminated soil still remain under the “geo-membrane” once houses are built on top of it?
6. What safeguards have been put in place to protect future homeowners and employees from the following:-
Exposure to contaminated soil if the “geo-membrane” is compromised
Flooding due to water rising underground during heavy rainfall (a common occurrence for homes on the bottom of the Copley Valley).
Surface water flooding.
7. Have there been any visits from the Environment agency during the link road construction and lanscaping of the Island site by Buckingham group? If so please provide any documents relating to such visits which are held by the council.
8. How has the council\developer protected employees and the public from contaminated dust and asbestos during the earthworks and construction of the link road?
9. Was the canal leak fixed by British Waterways? If so how long is the fix expected to last?
10. Who will be responsible for the “upkeep” of the flood defences and control of non-native plants such as Japanese Knotweed once the project has finished?
11. Who currently owns the development site, have any areas been sold, if so for how much and will the council still retain liabilities for the land?
12. Are there any viable plans to alter the railway bridge at Holmes road and is this being actively pursued by the council?
13. Please supply all information in relation to discussions about Copley Primary School with regards to this development, in particular those involving demolition and relocation of the school.
14. Have there been any confirmed companies signed up to taking land on the employment development site (Not just interest from companies but a confirmed buyer(s)).
15. What exactly has been match funded by Genr8 and what will be match funded by them in the future?
16. What is Genr8’s fixed % of any development surplus, i.e. Profit?
17. Why was the junction of Fall lane not included in the scope of work by planning officers, was this down to incompetence? This has now cost the taxpayers a further £86K to fund!
18. The new link road was not completed within the expected time frame. Were there any financial penalties placed on the contractor because of this?
19. Have any external consultants been paid in relation to the SBCV scheme in 2015, if so who were they and how much money was spent on them?
20. Please list all payments made by the council to Genr8 in 2015 and provide a full explanation as to what these payments were for.
21. Please list all the sources of funding for the new link road.
22. What is the output timeframe for the project as proposed by BIS?
23. Please list all meetings with dates where planning officers have met with employees from the developer Genr8 other than for routine project board updates, over the last 10 years (so including time before the developer was actually appointed).
24. How many jobs will the new employment zone create and will these be new jobs and not transferred from other regions (as stipultated in the original contract with Yorkshire Forward).
25. How may parking spaces will be provided on the employment zone?

I am writing to request an internal review of Calderdale Metropolitan Borough Council's handling of my FOI request 'Questions RE SBCV scheme 2015'.

In my original FOI request I asked the following questions:-

1. Is the Validation report available for the site wide remediation? If not when will this be made available?
2. With regards to the areas of contaminated land on the Island site referred to as “Hotspots”, have these been removed and remediated?

The answers were refused due to the fact that this " information will be released to the public in the next few months".
I am unaware that this information has been made available to the public.

It is important that the public know exactly what contamination remains on the development site before housing is built next year. Please can you release this information ASAP.

I am writing to request an internal review of Calderdale Metropolitan Borough Council's handling of my FOI request 'Questions RE SBCV scheme 2015'.

I have realised that the question regarding payments was never fully answered:-

I asked in question 20 for all payments made in 2015 and a full explanation as to what this money was spent on.

I was not given an explanation just the amounts!

It is in the public interest to know how much tax payers money has been spent on this scheme today so with this in mind please can you tell me how much money the council has paid to genr8 or any other companies in relation to any aspects of the SBCV scheme from the date planning permission was granted in 2010 to the present date (so the total cost so far). I would also like to know how much money the council has received from outside bodies for the SBCV scheme (the total amount of money received from any companies, grants, government bodies, etc)
