Dear Dean Percival,
I write further to your correspondence sent on 01 October 2024.
It may be helpful if I explain that we are Scottish and Southern
Electricity Networks (“SSEN”), which is the trading name of Scottish Hydro
Electric Transmission Plc (“SHET”), Scottish Hydro Electric Power
Distribution Plc (“SHEPD”) (of Inveralmond House, 200 Dunkeld Road, Perth,
Perthshire PH1 3AQ) and Southern Electric Power Distribution Plc (“SEPD”)
(of No.1 Forbury Place, 43 Forbury Road, Reading, United Kingdom, RG1
3JH). SHET and SHEPD are subject to the laws of Scotland. SEPD is subject
to the laws of England and Wales.
The Freedom of Information Act 2000 and Freedom of Information (Scotland)
Act 2002 (“the Acts”), provide public access to information held by
public authorities so as privately owned companies (i.e. we are not wholly
owned by the Crown or a public body), SSEN business entities are not
subject to the Acts. However, we have been carefully considering your
request to understand if this can be considered under the Environmental
Information Regulations 2004 and the Environmental Information (Scotland)
Regulations 2004 (“the Regulations.”)
Your requested information was for:
1. Full fleet list with vehicle makes types and quantities?
2. Any fleet replacement programmes planned for the next
five years, with details of the manufacturer that will be used if already
agreed.
3. Total number of vehicles with CCTV camera systems
installed?
4. Who is the CCTV system provider
5. Total Number of vehicles with vehicle tracking /
telematics installed?
6. Who is the Telematics system provider?
7. Contract budgets, length of contract, expiry date and
annual spend, for telematics and camera systems?
8. Details of all safety-related incidents in the last five
years?
9. Do you currently operate waste services (collections)
directly, or through a waste/recycling/street cleansing contractor such as
Biffa, Suez or Veolia. If through a contractor, please name them (if
relevant)?
10. Which of the IT systems below do you use for the
management of day-to-day municipal waste management/cleansing services (if
relevant):
a. Yotta
b. Bartec Collective
c. Whitespace/Powersuite
d. Selected Interventions / Echo
e. Core (Suez)
f. Webaspx
g. Other: [please name]
11. When is your current contract for the IT system OR outsourced waste
contract for waste collections management due to expire (if relevant)?
We have determined that points 1-8 fall under the Acts and therefore as
SSEN business entities are not subject to the Acts, we are unable to
provide any information relating to these.
Points 6-11 fall under the Regulations, however in order for us to proceed
with providing an answer to your questions, please can you confirm if the
request is for specific areas within SHET, SEPD and SHEPD or all areas
covered by SHET, SEPD and SHEPD?
Once I have received a response from yourself I will be able to progress
the request.
Kind regards,
Lesley
