Queensbury Tunnel correspondence

Please provide me with copies of all correspondence/documentation exchanged between Highways England and Jacobs/AMCO-Giffen, and internally amongst Highways England’s own staff, on the subject of Queensbury Tunnel (and related issues) since 12th March 2019. This should include - but is not limited to - emails plus attachments, letters, proposals, reports, drawings and plans.

I would like to request an internal review of Highways England 's response to my FOI request 'Queensbury Tunnel correspondence'.
* Please confirm that no Progress Reports were missed between 12 March and 28 March.
* Three Excel spreadsheets and one PDF file - attached to the email from Dave Parker to Fiona Smith on 25 April - are missing.
* For the two-month period covered by my request, Highways England has provided one single chain of four emails. Please confirm that the *entire content* of *every other email/document* exchanged between Highways England and Jacobs/AMCO-Giffen, or internally between HE's own staff members, between 12 March and 14 May is exempt from FoI under Data Protection Act provisions. As I have not specifically requested any personal data, I am surprised that Section 40 is applicable in this case.
