Freedom  of  Information  Request  –  Queensbury  Tunnel  Costs  and 
Correspondence 
 
I am writing to confirm that we have now completed our search for the information, 
which you requested on 15th January 2019.  
 
I have addressed each of your points in the same order that you presented them. 
 
• Copies of all correspondence/documentation exchanged between Highways England 
and Jacobs/AMCO-Giffen on the subject of Queensbury Tunnel (and related issues) 
since 15th November 2018. This should include - but is not limited to - emails plus 
attachments, letters, proposals, reports, drawings and plans. 
 
Our response – the relevant correspondence is attached to this letter. Both personal 
and commercial information have been redacted. Attachments to those emails included 
can still be accessed via this method of transmission. 
 
• The cost submitted by AMCO-Giffen for the abandonment plans submitted to Bradford 
Council in May which specified mass concrete plugs beneath the shafts 
 
Our response – As confirmed previously Highways England did not receive such a 
submission from AMCO-Giffen 
 
• Which elements of the planned Phase 2 works no longer need to be carried out as a 
result of Phase 1 works, or have instead been carried out during Phase 1 (see 
statement to Bradford Telegraph & Argus on 14 January 2019) 
 
Our response – Elements and parts of elements no longer required in Phase 2 or 
carried out in Phase 1 include the creation of the safe access through the ‘no go zone’, 
installation of pumping equipment and installation of forced ventilation.  
 
• the updated cost - or best estimate - for the Phase 2 works in light of the changes

Our response – the latest estimate for Phase 2 is £2,400,000.

Yes it looks as though the lease doesn’t cover any part of Station Road, so you should be okay to park where you have been doing up

In terms of cost how do you want to manage the installation of additional Ram Arch on the approach to the first fall?
Do you want to use the remainder of the allocation that was planned from the south portal to shaft 1, that way we don’t need to buy
 any more Ram Arch, or keep everything clean and use the rates I provided for full settings and half settings?

Please see the email below and the attached programme of works.
There are two clear options available to you:
Instruct Amco to demobilise now, with a view to completing the remaining RAM Arch as part of the main works.  The cost now  
would be £
Instruct Amco to continue with the Phase 1 safety works, including creating safe passage through the collapse areas.  The cost  
would be a minimum of £ but I would anticipate this cost to rise to at least  £ once further inspection of the lining between 
the two collapses has taken place.
The second option comes with a number of additional assumptions from Amco (that was provided in an earlier email):
1. The distance from Tab 82 to the first fall is approximately 120m. The full 120m will be descaled and tap tested but we have only
 allowed to secure 80m with Ram Arch Mesh.
2. We have allowed 30 x steel arches at each fall location, the steel arches will be set at 0.6m centres.
3. There is no allowance for any work between the two falls, this can be quoted for once it is safe to access this area.
4. There is no allowance for any work beyond the end of the arches at the second fall, again, this can be quoted for once it is safe
 to access.
5. We have not included for any external ventilation.
6. The condition of the old track bed that runs from the Queensbury Triangle to the portal is becoming increasingly poor, we have
 included to install an aluminium roadway in order to increase safety and reduce the amount mud on the public right of way.
 We assume that HRE will inform the tenant/landowner.

7. We have allowed for an enhanced level of welfare on site, all cabins will be contained within the tunnel.
8. As advised by the HSE we have included for fixed tunnel lighting.
9. With no accurate measurements on water ingress we have allowed for a pump capable of dealing with 30 litres per second
 delivering the water via 2600m of 150mm delivery hose.
I have attached Amco’s programme for working through the collapse zone and setting up the pumping arrangements.  They
 anticipate a further 3 weeks would be required beyond this to complete the RAM Arch installation to the three southern shafts.  If
 we instruct them now with a view to them continuing with their work uninterrupted, they would be finished in mid-March 2019,
 excluding any unforeseeable issues that may arise.
I will send over their design proposals for the temporary arches through the collapses in a separate email.
We have also received a revised CPP and method statement for the work but I’m holding off sending it to our CDM Advisor until I
 know we are going to instruct Amco to proceed.
I would be very grateful if you could let us know what you would like us to do so that Despoina can issue the appropriate instruction.

HQU/3D Queensbury Tunnel Phase 1 is the total cost should we demobilise from site by close of business this Friday the 23rd

HQU/3D Queensbury Tunnel Phase 1a are the costs to work through the collapse and install the pumping system. This now 
 includes costs for the RAM arch material not accounted for in the phase 1 breakdown our safe system of work as per CE0005  
and security for the aluminium track way. Total £
HQU/3D Queensbury Tunnel Phase 1b are the costs to install RAM arch to the remaining 3 shafts £
To summarise, the costs for works to date, the collapse zone works and pumping, RAM Arch to the remaining 3 shafts will be

This excludes any further RAM arch that may be required between the two collapses and the southern portal of the tunnel to gain
 safe access to shaft one.

At the risk of becoming a pain, can you ask Tom to provide a total cost for these proposed works please?
For clarity, I could do with sight of:
Anticipated total cost if site is demobilised now (essentially the previous amount certified plus what you would anticipate
 applying for this month).
Anticipated total cost if the instruction is given to work through the collapse areas (essentially works to date, the collapse zone
 works and pumping, RAM Arch to the remaining 3 shafts).
The instructions issued to date would need to be included in these costs but I imagine the omitted confined space costs would need
 to be adjusted to cover the extended programme if the instruction to continue is given?
I could have a go at working this out myself but I would rather Amco provide the figures that I can take to Fiona for discussion.

Dave,
We have not cut down or removed any trees, early on in the contract Neil Crossley removed a small section of vegetation in order for
 us to turn our vehicles on the northern approach cutting. He did this without any request from us.
Before the CCTV unit was deployed Percy had a conversation with Neil Crossley, Neil even went so far as to say that he would also
 have a word with Allison (Station Cottage) and ask her to watch out for vehicles.
The CCTV unit is now positioned at the entrance to the tunnel, not perfect but it is picking up vehicles at the end of the tarmac path.
 I’ll have a sign made with the suggested wording and fix it in a prominent location.

As Fiona mentioned yesterday there have been a couple of press enquiries in response to claims made by the
 Tunnel Society. We provided a very brief and generic response to the press. I am just after some additional
 background please.
1. There have been claims that AMCO have cut down trees on land at the northern portal without the
 landowner’s permission. Our understanding is that AMCO have not cut down any trees.
2. It is claimed that the CCV unit was installed without the landowner’s and tenant’s permission. We know the
 unit is now in the tunnel. Our understanding is that AMCO did secure the landowner’s permission to install
 the CCTV unit (verbal or written?) but that his tenant then objected and refused permission.
This is just so that we are fully sighted Dave. I can fully understand the desire to have the CCTV in place given
 the value of equipment being used by AMCO but I believe that this would be outside of our legal rights over the
 land (i.e. which do not require the landowner’s permission) and as such you were right to seek the landowner’s
 permission. My only view would be that the additional audio message was somewhat officious as the landowner

 has historically allowed walkers to use the northern cutting.  If the CCTV were to be reinstalled could the audio
 alarm be disabled and a message as to why the CCTV has been installed. Under GDPR it would be a legal
 requirement to say why the CCTV is being used, by whom and who anyone should contact if they want to know
 how the data is stored and used.

Jim,
The ventilation system is a bit more complex now.
The original plan was to ventilate from both ends and place the fans outside the tunnel. Since this is no longer an option we now
 need the capacity to force air all the way through from one end of the tunnel to the furthest work location, rather than just halfway.
We have had to increase the capacity of the fans and the ducting to ensure we can deliver clean air.
An increase in fan also means an increase in the size of the generators, we have had to increase from 65KVA to 100KVA, which also
 means more diesel.
In order to accommodate the fans in the tunnel we need to house them in parallel in a steel frame and connect the outlet sides
 together via a Y shaped steel ducting, which will then lead into the 1200mm layflat mine ducting.
Because the fans are now in the tunnel we need to prevent any recirculation of the air. We will do this by using steel tubing on the
 inlet side and extending this from the fan location to the outside of the portal. The steel tubing will be suspended from the tunnel
 and exit the portal via a 90 degree bend fixed to the spandrel face.
Whilst nothing will be placed on the land outside the portal we are assuming that Mr Sunderland doesn’t rent the air and sky above
 the land?

On the 2nd of October the HSE made contact with Ian Dykes, our Head of Health and Safety, following reports of unsafe working
 conditions.
Whenever any Regulator makes any type of contact with AMCO-GIFFEN we record the details of the correspondence on a specific
 form.
Attached is the form relating to Ian’s conversation with Jane Towie the 2nd October following, there is no mention of “withdrawing
 from the job”.
At that time there was a lot of interest from QTS which led to regular visitors down on site.
I think it more likely that, if asked the question, one of our operatives may have said something like, “If we can’t do it safely we’ll
 withdraw from the job until we can do it safely”. Ian may have offered Jane a comforting statement, I can’t confirm.
I’m not comfortable with members of the public being allowed access to the portal, they ask questions, offer opinions and take
 photos inside the tunnel without permission.
Another concern is anyone tripping on the aluminium roadway and hurting themselves, or alleging to.
After installing the roadway the path becomes part of our worksite and we have a duty of care, can we find out if we can fence off
 the whole of the old track bed from the end of the tarmac road?
These measures are purely in the interest of public safety and in line with standard practise. The landowner, tenant and QTS should
 welcome this as a proactive measure in order to protect themselves and the members of the public they care so much about. The
 landowner and tenant can be given times when escorted access can be made available, subject to inductions and the wearing of
 appropriate PPE of course.

 content of the latest Facebook post from the QTS:
Information received from the Health & Safety Executive reveals that, on 2nd October this year, Highways England’s abandonment contractor,
 AMCO-Giffen, decided to “withdraw from this job” due to the prevailing difficulties - namely, the switching-off of pumps at the south end of
 Queensbury Tunnel and the unwillingness of landowners - whose rights have been ridden roughshod over for several years - to rent them land
 for site compounds. 
From a political perspective - having made untenable public statements about the 'threat to the community' presented by the tunnel - Highways
 England had to be seen to be making progress with abandonment, no matter how slowly and no matter what the cost. So, later the same day,
 they discussed the issues with AMCO-Giffen and instructed them to go ahead with the planned preparatory works. 
That's why we currently find the contractor’s foot soldiers installing pipework through the northern half of the tunnel, entering an exclusion
 zone to remove debris at two collapses and contending with low levels of oxygen due to the absence of a ventilation circuit. A few weeks ago
 - on dodgy legal grounds - they were digging up parts of the northern approach cutting to clear an old construction drain into which they
 intend to discharge around 15,000 cubic metres of floodwater.
AMCO-Giffen has been left to sort out a mess of Highways England's making.
Clearly any attention from the press will focus upon the section highlighted in yellow. Before I draft any HE press
 releases could I please have AMCO’s comments? The rest of it is just their usual view on matters.

Dave,
I think it would be sensible to erect at least some heras fencing at the end of the track bed. 
You could discuss it with Mr Crossley, perhaps put a lock on the fence and supply him and Mr Sunderland with a key to ensure we are
 not preventing them accessing their land over the break?  This would be to provide some additional security to the trackway and as
 you say, to protect members of the public while the site is non-operational.

Please see the attached photos which shows a couple of the repairs to pot holes on Station
 Road.  Amco brought in some postcrete to try and bind the Type 1 but given the wet weather,
 we’ll have to wait and see how effective it has been.  Unfortunately, I do not have any photos of
 the pot holes before they were filled.

Happy New Year everyone!
Although I’m not back at work until Monday there has been a couple of events that
 we should all be aware of.
On the first Sunday of the holiday period Mr Sunderland, accompanied by other
 unknown persons, went down onto the aluminium roadway and parked at the
 culvert entrance. We’ve also been told that Graeme Bickerdike joined them. 
The following Sunday Mr Sunderland returned with guys in Pick Up trucks and again
 parked at the culvert entrance.
The holiday period has been exceptionally dry but water has entered the tunnel at
 an unprecedented rate. The water is now around 80m north of Shaft 4. Before we
 broke up water could not be seen to the south of the collapse. The water has
 therefore backed up over 200m in 12 days.
We will get the pumps there ASAP but no strengthening work can take place until
 the water recedes around 100m. 
We are also going to carry out a full search of the culvert.

As discussed, it appears that the sudden increase in the volume of water entering the tunnel can
 be explained by the installation of a pipe taking water away from Strines Beck and placing it
 directly into the southern end cutting.
1314 shows the inlet of the pipe in the beck, an attempt has been made to disguise the end of
 the pipe, you can make out the invert of the blue pipe. If you look towards the top of the photo
 you can see the freshly dug earth.
1315 is a close up showing the invert of the blue pipe.
1316 shows the dam that has been made to help divert the water into the pipe.
1310 is inside the palisade fencing on the ramp. The outlet of the pipe has been disguised but
 you can see the ripples of water at the end of the pipe.
The surface has clearly been dug and there are still caterpillar tracks showing the route taken by
 the excavator.
