I am writing to confirm that we have now completed our search for the information, 
which you requested on 26th November 2020 
 
Your Request - Could you please provide me with copies of all 
correspondence/documentation exchanged between Highways England and 
Jacobs/AMCO-Giffen, and internally amongst Highways England’s own staff, on the 
subject of Queensbury Tunnel (and related issues) since 28 September 2020. This 
should include - but is not limited to - all emails/electronic messages plus attachments, 
letters, proposals, reports, drawings, plans and Compensation Event Forms after 
CE0041. Please also include any changes/additions to the abandonment project’s 
Compensation Event and Risk/Early Warning registers since 21 October 2020. 
 
Our Response – The information that you requested is attached. Please note that 
redactions have been made under Regulation 13 of the Environmental Information 
Regulations for personal information. 
 
Your Request - In addition, please provide the confirmed scope of the DfT-funded 
technical study into options for safely reopening the tunnel.

Your Request - Please also provide a spreadsheet of your five most-recent bridge infill 
schemes and five most-recent bridge demolitions, specifying <Structure No.>, 
<Structure Name>, <Grid Ref>, <number of spans>, <risk ranking> prior to 
infilling/demolition, <risk ranking> after infilling, whether the structure was 
<infilled/demolished>, the <cost> of the work and its <completion date>. 
 
Our Response – We do not hold a spreadsheet containing this information, therefore 
under Regulation 12(4)(a) of the Environmental Information Regulations 2004 I can 
confirm that the requested information is not held by Highways England

Technical Study announced by the Secretary of State for Transport in late July 2020. 
Remit 
What would be required to make the tunnel structurally safe for Public use? How 
much would it cost? 
Existing information to inform the study 
•  Jacobs feasibility study dated Feb 16 
•  Aecom study dated Oct 18 
•  Examination reports 
•  Site information including safety works completed to date 
Methodology for the study 
•  Review existing information 
•  Identify and record gaps in information and associated financial risks 
•  Establish / confirm repair types & locations using most cost effective / safest 
option. 
•  List essential repairs 
•  Identify water management & ventilation requirements. 
Note that this study will not be able to examine the flooded section of tunnel and that 
no further site investigation / site visits are proposed. 
Not included / considered as part of this study 
•  Cycleway infrastructure such as: 
o  Lighting 
o  Surfacing 
o  Drainage works 
o  Security 
o  Signage 
•  External / Access works outside of both tunnel portals and shafts 
The output 
A summary of repairs (including the re-engineering of recent works at shaft 2 & shaft 
3) (produced by Jacobs with input from Amco-Giffen). 
An outline works programme and an estimated cost to +/- 30%. (Produced by Amco-
Giffen with input from Jacobs – for design programme / costs).  Based on the tunnel 
being dry when works are undertaken and access being available from both ends of 
the tunnel and there is unrestricted access to the shafts. 
A project risk register. 
The deliverable 

The deliverable will be a concise report including the above outputs. (Produced by 
Jacobs with inputs from Amco-Giffen).
