Dear Cambridgeshire County Council,

From a recent report, I understand that the Quality Bus Partnership (QBP) team has carried out speed checks at various locations within 20mph speed limit areas over the last 12 months. This information has been collated and any excessive speed readings have been reported back to the relevant bus operator to engage their own internal disciplinary procedures. The QBP team has now widened the scope of its speed checking regime to cover the newly enlarged 20mph area. This includes Trumpington Street, Parkside and Maid's Causeway.

I would like to you supply me with the speed checking data which should include times, dates and exact locations of the speed checking.

I would like to see the raw data, and also the data on excessive speeds as sent to the bus companies.

I especially wish to see the speed checking data from the widened area regime.

Please include any communications from the bus companies in regard to that excessive speed information.

Dear FOI,

Thank you for supplying the information. You redacted the bus service numbers on the grounds of individual privacy [R13]. This seems rather over zealous interpretation of the regulations to me as I have no means of tracing an individual driver from a bus route number.

I did ask for exact locations of the speed checking. This information is unfortunately lacking, but this may be because the information is not available? However if it is, please forward.

Thank you for your reply. I am disappointed by your decision to redact bus service numbers, and by supplying so little location information for the speed measurements.

I am not interested in, and as far as I can see, have no means of identifying individual bus drivers from the bus service numbers. Perhaps you could explain how you think I might do this apart from getting on a particular bus and asking the driver for their ID?

I am bemused by the seemingly obsessive secrecy of your organisation. Unless you can explain your reasoning further, I may well appeal to the Commissioner on this basis.

Dear Mr Lawton,

Thank you for your email following your internal review.

Unfortunately, I am unable to provide you with further information
relating to the specific route numbers. While I accept that you have no
interest in the identification of the individual drivers, disclosure of
information under the Regulations is considered to be to be public at
large. This means that, while you do not wish to, or have the means to
identify the drivers, we are under a duty to ensure that no-one is able
to do this from the information provided and we are unable to be sure
that this could not happen.

The exact location data is simply not record, as there are several
factors which will be taken into account on the day the speed checking
is carried out, which will have an effect on where the data is taken
from.

I hope this information is helpful to you in understanding our reasons.
