Dear Staffordshire County Council,

Could you please furnish details of the qualifications and experience held by those working within the SEND department, education department and social work department where the person has decision making authority when conducting reports, writing plans, answering letters etc. this would include but is not limited to Team Leaders, Managers, caseworkers, monitoring officers and social workers including disabled person's team who work with 0-25 year olds.

These positions come with power to allow or disallow funding and provisions to those who are vulnerable and it is therefore important for the public to be able to trust these decisions are made by those who are truly capable of doing so.

Thank you for your request for information held by Staffordshire County Council.

Yopur request asks for details of the experience and qualifications of council emplyees. This information is considered to fall within scope of their personal information which they could reasonably expect would not be released into to public domain by way of a request response. Your request is therefore refused under section 40(2) of the Freedom of Information Act as diclosure is likely to breach data protection principles.

In such circumstances we would normally be able to provide copies of job descriptions/specifications which would provided details of experience and qualifications required for the various posts. However, from the way your request is currently worded, in effect, it covers every job role in the council's Families First, Children & Families, Access to Learning andf Adult Learning Disabilities Teams.

Unfortunately, we are unable to process your request within ‘the appropriate limit’ as this information is not recorded in a way that enables it to be extracted from our system(s). We estimate that it will take us in excess of 18 hours to locate, identify, extract and collate the information from the individual site/case records.

Section 12 of the Act makes provision for public authorities to refuse requests for information where the cost of dealing with them would exceed the appropriate limit, which for Staffordshire County Council is set at £450/18 hours. Therefore, your request will not be processed further.

We are required to provide requestors with advice and guidance to bring your request within the 'appropriate limit'. I therefore advise that it should be posible to provide a limited number of job descriptions/specifications for a specific team such as the SEND.

Thank you for your revised request for information.

Firstly, please accept my sincere apologies for the excessive delay in being able to send you the information that you have requested.

I am afraid that job descriptions are not held centrally and I seem to have been passed from pillare to post, as it were, in trying to obtain copies. Unfortunately, this has not been helped by on going restructuring of services.

Please find attached information that has been supplied to me by the relevant service team(s). I am led to understand that these should cover most of the roles that you have listed.

I am advised that the Trainee educational psychologist job description has rarely been used and will need to be reviewed should this be required again (Copy not provided).
