Southwark Council - Information request

Dear Southwark Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Southwark Borough Council's handling of my FOI request 'QHIP'.

It surprising that you have managed to reply to this FOI within a week (I have pending FOIs since April 2018).
Presumingly the information officer at had sent queries to colleagues asking for the information and had received all the replies to conclude within a week they do not hold this information..

The original schedule was confirmed in pre- assignment pack in 2016, Report published in Cabinet meeting 19 September 2017 confirming QHIP schedule, and currently showing on Southwark website:
Conant House, St Agnes Place 1-56(C)) is included in years 8-10 of the 2016-2023 proposed major works programme.

It's almost implausible to believe a schedule change that could impact on the council plans for the next decade would be decided on for no reason and this would be actioned without any records documenting the decision, while previous amendments to the schedule were discussed and minuted at Cabinet level meetings being the highest decision-making body of the council.

Please kindly review your FOI response as a matter of urgency.

Yours faithfully,

Dotan Carmel

Barfield, Catherine, Southwark Borough Council

Dear Sir / Madam

Thank you for your review request received on the 22 August 2018.

Your original freedom of information request was received on the 23
October 2018. It stated as follows:

Please kindly release all minutes of meetings taken place from 2016 to
date, where you have discussed the QHIP cyclical program, in particularly
where you have discussed any changes in planned schedule.

On the 30 October Ms Pauline Morille provided you with a response to your
request which stated that we do not hold this information.

Following that response you emailed the council as follows:

The  original schedule was confirmed in pre- assignment pack in 2016,
Report published in Cabinet meeting 19 September 2017 confirming QHIP
schedule, and currently showing on Southwark website:

Conant House, St Agnes Place 1-56(C)) is included in years 8-10 of the
2016-2023 proposed major works programme.

It's almost implausible to believe a schedule change that could impact on
the council plans for the next decade would be decided on for no reason
and this would be actioned without any records documenting the decision,
while previous amendments to the schedule were discussed and minuted at
Cabinet level meetings being the highest decision-making body of the
council.

On receipt of that email I referred the matter back to the service with
your additional comments and asked them to confirm their original
response. Mr Ferenc Morath (Investment Manager) responded by confirming
that the council does not hold the information you are requesting.

I hope this response is satisfactory, however if you are not content with
the outcome of your appeal you may apply directly to the Information
Commissioner for a decision. You should contact him within 2 months of the
outcome of your internal appeal.
