PV FITs claimed by "free panel" installers

Dear Department of Energy and Climate Change,

the statistics of FIT installations up to March 2011 include some surprising data about installations of solar rooftop installations <4kW. Areas with the highest number of installations are fairly far up North and usually rather poor:
1) Westfield, Sheffield (S20, 210 installations)
2) Hatfield, Herts (AL10, 174 installations)
3) Welwyn Garden City (AL7, 152 installations)
4) Barnsley (S75, 129 installations)

I wonder whether this has to do with the offer of "free panels" by several utilities (i.e. they install their panels and offer residents some free electricity but the installer gets FITs). My question is:

a) What percentage of PV rooftop installations <4kW claiming FITs comes from installations owned by organisations that offer "free panels"? In other words, what share of installations is due to organisations that claim FITs on numerous sites? To my knowledge, this information is available in the FIT register but not published

b) What is the annualised cost, in other words how much money is paid to these organisations in FITs per year?
