Pupil surveillance: Coronavirus measures

Dear The Kemnal Academy Trust (TKAT),
we write to ask regards the Coronavirus surveillance measures in schools in the Trust.

Please can you provide the following information, under the FOI Act 2000. Please confirm which measures are being used in which school.

a) The name of any commercial supplier and brand of any surveillance equipment for the surveillance process, including for the capture, processing or retention of information about temperature, symptoms, or that could make reference to Coronavirus and a child, their family or member of staff. Please state which technology; such as but not only, thermal cameras, equipment to measure individual temperature, or software systems.

b) Any impact assessment. For example, whether the method of monitoring is justified should involve:
-- establishing the efficacy and benefits of the method of monitoring;
-- considering any alternative method of monitoring; and
-- weighing these benefits against any adverse impacts on students or staff.

c) Please list any types of personal data that will be recorded for the purposes of coronavirus surveillance of staff, families, or pupils. (ie name, date of birth, class, family with symptoms etc)

d) Whether you are or may consider using analysis of already existing CCTV cameras to process footage as part of Coronavirus surveillance measures.

e) Please also include and list any measures that do not retain personal data but that aim to identify risk, for example, temperature checks without making a recording of any result against an individual.

Thank you for your email dated 15th June where you asked:
Please can you provide the following information, under the FOI Act 2000.

N/A.  TKAT Does not mandate or use any commercial supplier or brand of
surveillance equipment.

b)  Any impact assessment. For example, whether the method of monitoring
is justified should involve:
-- establishing the efficacy and benefits of the method of monitoring;
-- considering any alternative method of monitoring; and
-- weighing these benefits against any adverse impacts on students or
staff.
TKAT's Risk Assessments has not endorsed the use of any specific
surveillance equipment, it has been determined that surveillance may not
be effective for the following reasons
i, the quality of the product
ii, competency of the operator
iii, symptoms may not be present
A system of monitoring staff and pupils on the premises for symptoms
through observation is in place, TKAT are also liaising with parents who
will inform the school if pupils or household members show symptoms or go
for testing.  In this approach, TKAT adheres to government guidelines.
c) Please list any types of personal data that will be recorded for the
purposes of coronavirus surveillance of staff, families, or pupils. (ie
name, date of birth, class, family with symptoms etc)
For monitoring purposes TKAT records the Name of staff, identifying as
belonging to a; clinically vulnerable group, clinically extremely
vulnerable group, BAME group or groups, born overseas (non-European), 
Male and over 50 years of age. The purpose of this is to determine the
risk of staff to potential Covid-19 exposure.  Also, information from
parents/carers for pupils with individual healthcare plans, who are
clinically vulnerable or clinically extremely vulnerable is recorded.  The
above information is used to categorise individuals as a control measure
to protect higher risk individuals from Covid-19.  This recorded
information is only used for this purpose.   Symptoms are not recorded, 
d) Whether you are or may consider using analysis of already existing CCTV
