Pupil support through mentoring / counselling in Sutton Coldfield schools

We're waiting for Najm Clayton to read recent responses and update the status.

Dear Birmingham City Council,

Under the Freedom of Information Act I would like to request the following information:

1. The number of recorded instances of pupil support through mentoring / counselling in Sutton Coldfield schools. I would like this broken down as follows:
a) per month and per school from April 2011 until April 2015, by gender, reason for referral and service provider

2. The number of referrals to CAMHS by Sutton Coldfield Schools during the same period and with the same breakdown

3. The list of fields (the 'data dictionary') used by the database which is being used to access this information.

If the breakdown involves numbers so small as to risk identification of individuals and therefore an exemption under section 40 then I would like the following breakdown:
a) a total per year and per school, by gender, provider and reason for referral
b) a total per month for all Sutton Coldfield schools, by gender, provider and reason for referral

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits please provide assistance, under your Section 16 obligations, as to how I can refine my request to be included in the scope of the Act.

Please provide the information in spreadsheet format (CSV or XLS) as per Section 11 of the Act and the interpretation in Innes vs the Information Commissioner, EWCA Civ 1086.

I look forward to receiving your response within 20 working days, as stipulated by the Act.

We are unable to provide this information as it is not held by Birmingham
City Council. As part of our duty to assist applicants we have approached
NHS CAMHS and they cannot answer the questions either because their
database will only aggregate school referrals and not separate them out by
school, meaning they would have to trawl through a large number of case
files to answer these questions, therefore exceeding the cost threshold
for free provision of information.  Consequently we believe you would need
to approach individual schools to ascertain this information.

 

If you are not satisfied with the response you may ask for an internal
review.  If subsequently you are not satisfied with the Council's decision
you may apply to the Information Commissioner for a decision.  Generally,
the ICO cannot make a decision unless you have exhausted the complaints
procedure provided by the Council.  The Information Commissioner can be
