please can you provide the following information, with reference to the Young Carer indicator approved in RFC 1201 to be collected in 2023

1. Confirm or correct the fact that the indicator will be supplied for the first time to the DfE on an individual and named basis in the January 2023 school census.
2. Confirm its geographical scope by country and whether it is the same or differs and in what way(s) from the rest of the school census collections (i.e. England only or England and Wales)
3. Provide a copy of the relevant Data Protection Impact Assessment about the change (or its related collection).
4. Provide a copy of the ICO feedback from engagement on its introduction, in particular with any reference to communication with data subjects / their families and explanation of rights given to the data subjects / their families.
5. Provide a copy of any data sharing agreement (live or forward-looking) that already includes the new data item or written statement on how that data item will be used or distributed outside the Department.

I have dealt with your request under the Freedom of Information Act 2000.
Each question is answered separately below:
Question 1 - Confirm or correct the fact that the indicator will be
supplied for the first time to the DfE on an individual and named basis in
the January 2023 school census.
The Department holds the information you requested, but it is being
withheld under Section 21 of the FOI Act – Information accessible to
applicant by other means. Under section 21 of the Act, the Department is
not required to provide information in response to a request if it is
already reasonably accessible to you. The information you request
concerning changes to the school census for the 2022 to 2023 academic year
is published on GOV.UK at the link below:

Question 2 - Confirm its geographical scope by country and whether it is
the same or differs and in what way(s) from the rest of the school census
collections (i.e. England only or England and Wales)
The geographical scope of this data item is the same as the scope of rest
of the school census and applies to state funded and non-maintained
special schools in England. Within that geographical scope, this
particular data item is collected for all children on roll on spring
census day attending schools (excluding nurseries) in England in scope of
the school census.
Question 3 - Provide a copy of the relevant Data Protection Impact
Assessment about the change (or its related collection).
A copy of the requested Data Protection Impact Assessment (DPIA) for the
changes to the school census data collection is attached. This document
includes a small number of redactions under section 40(2) (personal data)
of the Act. This is because the information in question includes third
party personal data. Personal data is that which relates to a living
individual who can be identified from that data, or from that data and
other information which is likely to be in, or to come into, the
possession of the requestor. Disclosure of this information would
contravene a number of data protection principles and would be regarded as
‘unfair’. By that, we mean the likely expectations of the data subject
that his or her information would not be disclosed to others and the
effect which disclosure would have on the data subject. Section 40(2) is
an absolute exemption and is not subject to the public interest test.
Question 4 - Provide a copy of the ICO feedback from engagement on its
introduction, in particular with any reference to communication with data
subjects / their families and explanation of rights given to the data
subjects / their families.
Following a search of the Department’s paper and electronic records, I
have established that no feedback from the ICO is held. An [3]Article 36
(4) was submitted to the ICO but DfE did not receive any feedback. This
was forwarded for onward (verbal) discussion with the Relationship
Management Service and DfE.
Question 5 - Provide a copy of any data sharing agreement (live or
forward-looking) that already includes the new data item or written
statement on how that data item will be used or distributed outside the
Department.
There are no current data sharing agreements (live or forward looking)
which include references to the sharing of data resulting from this
change. Any requests for extracts of this data, as with all extracts of
DfE individual level data, are subject to a robust approvals process where
senior data experts (known as the DfE Data Sharing Approval Panel (DSAP))
assess all applications for public benefit, proportionality, legal
underpinning and strict information security standards.
