Pupil Data Scotland: national database characteristics

Dear Scottish Government,
Please could you confirm with reference to the Pupils in Scotland Census and resulting database :

1. As a snapshot of data on the date of March 31, 2017: the total number of unique individuals' data stored in the database for all time. This may be the total quantity of unique pupil numbers (UPN) (please confirm that this is UPN not pupil reference matching numbers or list the quantity of both) and the date from when the first data exists in the central database.

2. Provide the document / terms of reference that state the retention period of the records (please state the retention period simply in free text if no document exists).

3. Please provide the table of charges which an applicant must meet in order to receive data, for example standard or bespoke extracts of NPD data.(For reference please see the health data model equivalent: http://www.hscic.gov.uk/media/14839/DARS... )

4. Does your data release process always supress small numbers, and if so, at how many?

5. How many audits were made of receiving data organisations since April 2012, pertaining to the data provided to them?

thank you for the information provided.

Please can I ask that you clarify the statement in the reply, "We do not collect names through the pupil or staff census and so these are not shared with researchers" in your attachment FOI 17 01256 Jen Persson.docx?

On page 12 of the specification document that you reference, 00521251 School/Pupil Census: Data Specification 2017 Uplift, names are included (Forename, Preferred surname, Preferred Forename, Previously Known as Surname, Previously Known as Forename and Middle Name) . I'd like to confirm that names are held together with other pupil personal data, at national level.

Thanks for your follow up question and please accept my apologies if this
wasn't clear from the initial response.

 

Please see image below from the Data Specification which you refer to. On
page 10 where the student details are listed, there is a column titled
“Sent to SEED” (highlighted in yellow). Where a “N” (No) is listed, these
are data fields that are not sent to Scottish Government and therefore not
included within the dataset we use for research and analytical purposes.

 

To clarify, the dataset that we hold at a national level doesn’t include
pupil names.
