Pupil data N. Ireland: NI pupil data releases to third parties

Dear Education Authority, Northern Ireland

Please provide in accordance with Freedom of Information laws,

1) a list of all requests made between April 2012 and March 31, 2017, for access to data from the Pupil Level Annual Schools Census (PLASC) or Pupil Attainment Dataset, known together as the National Pupil Database (NPD) or equivalent.

For each request, please give:
- the date of the request,
- the customer organisation,
- the project aims behind the request,
- the level and type of access requested, and
- what the outcome of the request was.

2) Please provide statistics on all the statistical volume of Home Office and Police requests a) received and b) fulfilled to access pupil level data since March 2012:
- date of request
- volume of individuals' data requested /
- the volume of provided from the database

3) Any Memorandum of Understanding in place on January 1, 2016 and/or January 1, 2017 regards pupil data sharing with the Home Office.

4) Please confirm if nationality and country of birth data is collected from pupils in N. Ireland, and if so, the date it was first collected, and the name of the database in which it is stored.

In relation to the requests specified within this FOI, the following
points apply:

 

·       The processes and procedures relate to access of data held within
Pupil Level Annual Schools Census (PLASC) and National Pupil Database
(NPD). Neither of these 2 systems operates in Northern Ireland.

 

·       The Education Authority does not generate a pupil database based
on collation of data from the Northern Ireland Schools Census.

 

·       In the case of the NI Census procedure, all data relevant to NI
Census Return is handled and processed directly by the Department of
Education in Northern Ireland [1]https://www.education-ni.gov.uk/.

 

If you are dissatisfied with any aspect of this response or the handling
of your request you have the right to appeal it by writing directly to the
