Pupil data: higher education databases' releases

Dear Department for Business, Innovation and Skills,

I am making a freedom of information request regards higher education data.

With reference to recent correspondence with the Department for Education (see end note [1]) and your webpages [2]) please confirm:

1. The titles of the national databases for which your department has responsibility that contain any information about individuals and their personal and higher education or higher ed. staff related data ie as for schools called the 'national pupil database'.

For each database separately please confirm:

2. The total number of individuals' data held in that database

3. From when the earliest individuals' records begin (other than DOB) ie when the database began and the records began to be stored in it. (ie 1993)

4. A copy of the third party tool used to have oversight of third party releases, for example a Release Register similar to the NPD register[3] including as complete metadata on the content of each release as you have available, for example, indicators of what type of data it included ie. Aggregated or individual level, what level of small numbers if relevant, volume of data. Or provide the key to labels used for what type of data (ie as NPD uses the label Tier 1 = identifiable and highly sensitive)

Please provide as you have it, rather than creating anything custom to meet this request if possible simply to export as a complete copy.

Either provide this for every release, since the process began if that is easier and less time consuming for you, or An extract: only for releases to any third parties that have received data, listed under purpose 3 or 4. Users to whom information may be supplied for Purpose 3 include:

Commercial organisations (e.g. recruitment firms, housing providers, graduate employers)
Unions
Non-governmental organisations and charities
Local, regional and national government bodies
Journalists

5. The accompanying price lists for all data releases, whether standard or custom.

I would be grateful if you can provide this all in an easy to search format, such as spreadsheets but if that requires time consuming rework please let's discuss first to find the least time consuming solution, and if you have any questions please do not hesitate to get in touch to clarify.

as I understand it, data are collected on behalf of BIS, as one example:

"The AP student record is collected by HESA on behalf of the Department for Business Innovation and Skills (BIS) and the Higher Education Funding Council (HEFCE)." (Ref: https://www.hesa.ac.uk/component/studrec...)

Given that it is collected on behalf of BIS, I would like to ask for you to clarify at least part one of the question:

Does BIS currently (as of April 12, 2016) hold a copy of the following databases in part or as a whole and if so, how many individuals' records are in each that BIS holds:

AP student records
Destination of Leavers
Staff

Please may I ask you to revisit the request BIS ref: FOI2016/06452 and respond to it by providing the information you hold, not create a new case number. You have directed me instead to ask HESA however I understand that the Department for BIS holds national databases for which your department has responsibility (regardless of whether you are the collector, processor, or simply hold a copy at any given time).

I have not asked for anything new, but simply an abbreviated version of my request from March 15th which I understand is information that you hold but have not provided. The original FOI was due April 14th. The original questions asked were:

1. The titles of the national databases for which your department has responsibility that contain any information about individuals and their personal and higher education or higher ed. staff related data i.e. as for schools called the 'national pupil database'.
