Under the Freedom of Information Act 2000, I should like to see the exchange of emails between Chris Gooday, Information Governance Manager and any of his colleagues regarding the Freedom of Information request I made on 24th July 2021 that asked, "what are the guidelines for assessing and/or accepting applications to the England Infected Blood Support Scheme (EIBSS) where there is evidence of a source of infection of hepatitis C other than NHS blood or blood products"?

I am writing regarding your request for information, which I received on
20 August 2021.  In that request, you asked us for the following:

 

‘I should like to see the exchange of emails between Chris Gooday,
Information Governance Manager and any of his colleagues regarding the
Freedom of Information request I made on 24th July 2021 that asked, "what
are the guidelines for assessing and/or accepting applications to the
England Infected Blood Support Scheme (EIBSS) where there is evidence of a
source of infection of hepatitis C other than NHS blood or blood
products"?’

 

I am writing to ask you to clarify your request.  This is because we are
not certain that we have understood your request correctly. Therefore I
would be grateful if you would clarify the information you require. Please
note that, in order to remain impartial in the event of an internal
review, Chris Gooday was not involved in the handling of the above
request. The request was handled by myself, Chris Dunn. Therefore
information on Chris Gooday’s handling of FOI 16962 is not held. Could you
please confirm by reply that you wish to request correspondence exchanged
by myself in relation to FOI 16962?

 

Please note that if I do not receive appropriate clarification of your
information requirements within two months from the date of this e-mail,
then I will consider your request closed.

Please be aware that I have decided not to release full details of all
staff as this information falls under the exemption in Section 40
subsections 2 and 3(A)(a) of the Freedom of Information Act. 

 

This is because it would breach the first data protection principle as:

 

 a. It is not fair to disclose these people’s personal details to the
world and is likely to cause damage or distress to staff.
 b. These details are not of sufficient interest to the public to warrant
an intrusion into the privacy of those staff.

 

Annex A in the attached sets out the exemption in full.
