Dear FOI_CCT,

Ref: 6476637

Thank you for your email of 10 January where you confirmed that the information requested as not held by Service Glasgow LLP, but, intimated that it would be expected to be available by the end of January.

Noting that we are now on the 9th of February, would you be so kind as to now send the document if it is available? I note, at present, that it does not appear to be online.

Please do note that this is NOT a request for an Internal Review, however, I would trust that in any case it will be handled promptly, as the requested information is something that OSIC requires you to proactively provide. Should you, however, require any clarity, I will be happy to provide it.

Yours sincerely,

Martyn Dewar

Dear FOI_CCT,

I note that you have not responded to my message dated 9 February, in which I requested a copy of the Publication Scheme which you had intimated would be available by 31 January 2018.

While I have had a delivery receipt confirming the message was indeed delivered to you at foi_cct at glasgow.gov.uk (replace at with @), I can understand issues will sometimes arise which can lead to messages being misplaced. Therefore, for ease of reference, I would direct your attention to the copy of said message at: https://www.whatdotheyknow.com/request/p...

Can you please furnish me with a response forthwith?

Yours sincerely,

Martyn Dewar

Dear Sir / Madam,

Many thanks for your reply dated 16 March.

It is, with some regret, that I must ask you to conduct an Internal Review into the handling of this request, as, I believe that Service Glasgow LLP is being unduly uncooperative in compliance with the Act.

This isn't, of course, a free reign to take longer to respond to my request of 9 February, I would expect that a response to said request be provided as soon as humanly possible; however, I do request that a review be conducted, in order to understand what has gone so wrong in addressing what should, in essence, be an extremely simple request to answer.

I can appreciate time is not on your side given the impending transfer of operations to a third party, however, with respect, that is neither here nor there to the LLP (and the Council)'s legal obligations as set under the Freedom of Information (Scotland) Act.

As mentioned - I do make this request with some regret, since I do understand that it is additional workload for staff who are already stretched, but, even allowing a reasonable period of time for the inclement weather, this request has taken far too long. Had I been asking for something more complicated, such as 'how much money was spent with vendor X on a particular service', I might have understood a delay, but, this request is far from that.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/p...

I look forward to hearing from you.

Kind regards,

Martyn Dewar
