Dear Mr Griffiths
Freedom of Information (Scotland) Act 2002 - Partial Release of
Information
Subject: Public Works Loan Board loans
Thank you for your request for information of 04/03/2015 where you asked
for information regarding Public Works Loan Board loans. Your request has
been processed and considered under the Freedom of Information (Scotland)
Act 2002 and the information is provided below.
I have noted each part of your request with our response in turn:
1. For each individual PWLB loan, the amount borrowed and the annual rate,
and amount of interest you pay
The information requested is already publically available. The City of
Edinburgh Council's PWLB loans portfolio at 31 March 2014 is available on
the PWLB Website at the following link:
[1]http://www.dmo.gov.uk/index.aspx?page=PW.... The Council
has undertaken no PWLB borrowing this financial year.
2. The average annualised rate, and full amount of interest you pay for
all your PWLB loans as a PWLB loan portfolio
This can be calculated from the information on the PWLB Website.
Under the terms of the Act, a request for information can be refused where
one or more of the exemptions listed in the Act apply. In this instance,
the Council is claiming an exemption under section 25 of the Act because
the information is ‘otherwise accessible’.
3. Have the rates of interest or repayment conditions on individual PWLB
loans been retrospectively changed by HM Treasury? If so when? and how?
There have been no change in the rate of interest on any individual PWLB
loan. The PWLB introduced a separate set of rates for the premature
repayment of debt with effect from 01 November 2007.
4. Where interest rates have been retrospectively changed by HM Treasury,
how much additional interest is the council paying per annum as a result
of these changes?
