Public Spaces Protection Order - Dog Controls

We're waiting for Andrew Lovell to read recent responses and update the status.

Dear Gwynedd Council,

I am interested in understanding the effectiveness of public spaces protection orders for dog control. With this in mind, if you hold the information can you please disclose to me any of the following:
- an effectiveness review of the public spaces protection order for dog control,
- the number of complaints received per year in relation to dogs before the control,
- the number of complaints received per year in relation to dogs in public spaces after the control.

If you do not hold the requested information, please provide advice on how I can clarify my request so that I can access information you hold that is of interest to me.

I am interested in understanding the effectiveness of public spaces
protection orders for dog control. With this in mind, if you hold the

- an effectiveness review of the public spaces protection order for dog

Gwynedd’s Public Space Protection Order was a direct replacement of an
earlier Dog Control Order, dating back to 2012. Dog Control Orders were
repealed and replaced with Public Space Protection Orders under the
Antisocial Behaviour Crime and Policing Act 2014. In Gwynedd, the
provisions of both types of order were almost identical and equally
effective. Following the introduction of Dog Control Orders in 2012 there
was a year on year reduction in numbers of complaints. Regrettably this
trend changed during the Covid-19 pandemic as there were widely reported
increases in dog ownership and during the lockdown months there was an
increase in dog walking activity.

- the number of complaints received per year in relation to dogs before
the control,
- the number of complaints received per year in relation to dogs in public
spaces after the control.

 

The following data includes the period from when our latest PSPO was
completed in August 2021. The 2022/23 data coincides with a national
awareness campaign, which generally increases numbers of complaints.
