Public Spaces Protection Order - Dog Controls
Dear Carmarthenshire County Council,
I am interested in understanding the effectiveness of public spaces protection orders for dog control. With this in mind, if you hold the information can you please disclose to me any of the following:
- an effectiveness review of the public spaces protection order for dog control,
- the number of complaints received per year in relation to dogs before the control,
- the number of complaints received per year in relation to dogs in public spaces after the control.
If you do not hold the requested information, please provide advice on how I can clarify my request so that I can access information you hold that is of interest to me.

Unfortunately, we are unable to answer your request in full, due to historical information being archived. I hope the following information goes some way to answering your request.
Prior to the commencement of the PSPO’s which Carmarthenshire County Council (CCC) enforce, a consultation was carried out with interested parties/stakeholders, some of which included the Kennel Club, Dogs Trust, RSPCA, County Councillors, Clerks of Town and Community Councils etc. In 2016, upon completion of the consultation, CCC adopted three orders which were to be enforced and are detailed below.
Dog Fouling.
Dogs on Leads by Direction.
Dog Exclusions (Enclosed children’s play areas).
In addition to the PSPO’s, two existing byelaws continue to be enforced at two specific locations namely, Cefn Sidan and Llansteffan Beaches, which excludes dogs from certain areas of the beach (from 1st May to 30th September), and a byelaw requiring dogs to be kept on a lead at all times in an area known as Llansteffan Green.
To enforce the current PSPO’s, CCC employ a team of eight Authorised Environmental Enforcement Officer’s, who also have the remit to enforce other Environmental Crimes such as, Fly Tipping, Littering, Abandoned Vehicles, Household Waste issues, etc, in a geographical area of approximately 2400 sq km, with approx. 190,000 residents, approx 91,000 residences and an unknown number of visitors to the county.
Consequently, any person who fails to comply with or who is in breach of a PSPO, may be issued with a Fixed Penalty Notice which discharges any liability to conviction for the offence, and or prosecuted in a Magistrates Court. The current FPN charge is £100 payable within 14 days or a lesser amount payable of £50 if paid within 10 days. The maximum penalty upon conviction in a Magistrates Court is £1000. The amount of FPN’s issued in respect of the PSPO’s are detailed below.

Dog Exclusions (Enclosed children’s play areas) = 2
In 2022, CCC carried out a review of the existing PSPO’s, where interested parties/stakeholders were invited to comment on the effectiveness of the orders. Recipients of the review questionnaire are as follows.
Responses received from Town and Community Councils = 17 = 47%
Responses received from Other Organisations/ Groups = 13 = 36%
Responses received from County Councillors = 6 = 17%
As part of the review, the following question was asked. “Are the current orders, in your view, sufficient to deal with dog related anti-social behaviour?”
Responses received - No(20) =54%
Responses received – Yes (17) = 46%
Recipients were also asked, “What additional dog controls would you like the county to consider introducing?”
A common theme in the responses received, was the requirement to keep dogs on leads, and the banning/exclusion of dogs from sports fields, the latter being currently considered as an addition to the existing PSPO’s.
