Public Spaces Protection Order - Dog Controls
Dear Rhondda Cynon Taf County Borough Council,
I am interested in understanding the effectiveness of public spaces protection orders for dog control. With this in mind, if you hold the information can you please disclose to me any of the following:
- an effectiveness review of the public spaces protection order for dog control,
- the number of complaints received per year in relation to dogs before the control,
- the number of complaints received per year in relation to dogs in public spaces after the control.
If you do not hold the requested information, please provide advice on how I can clarify my request so that I can access information you hold that is of interest to me.

Dear Andrew Lovell
We refer to your Freedom of Information Request in respect of Public
Spaces Protection Order and Dog Control.
RCT Council’s response is set out below:
1. An effectiveness review of the public spaces protection order for dog
control.
Please see the link below which provides a copy of the Dog Control Public
Space Protection Order Report that was submitted to Cabinet on 18^th
September 2023
[1]https://rctcbc.moderngov.co.uk/documents...
2. The number of complaints received per year in relation to dogs before
the control.
3. The number of complaints received per year in relation to dogs in
public spaces after the control.
Unfortunately, due to system limitations, we are unable to provide a
separate record of dogs in reported PSPO areas from the generally reported
dog fouling complaints. Each case would have to be reviewed to retrieve
the information which would take the request beyond the "appropriate
limit" as stated in The Freedom of Information and Data Protection
(Appropriate Limit and Fees) Regulations 2004.
Accordingly, in accordance with Section 17 of the Freedom of Information
Act 2000 this email acts as a Refusal Notice to this element of your
request.
If you have any queries, please do not hesitate to contact us.
If you are dissatisfied with the Council’s response, you can request an
internal review. If you wish to exercise this right, you must do so
within 40 working days of the date of this response. Please set out in
writing your grounds and send your appeal to Mrs Julie Llewellyn. She may
be reached at [2][email address] or at RCT CBC, The
Pavilions, Clydach Vale, Tonypandy, CF40 2XX.
Additionally you may, if you wish, find out more about the Freedom of
Information Act & Environmental Information Regulations from the
Information Commissioner at [3]http://www.ico.org.uk/
Yours sincerely
C Gummer
