I write further to our email of 12 February in which we acknowledged
receipt of your information request of the same date. I can confirm that

In your email of 12 February, you asked us for:

As explained in our acknowledgement, we have processed your request in
accordance with the Freedom of Information Act 2000 (FOIA).
 
 

 1. Are there any plans to create independent strategic liaison teams for

We do not hold any recorded information that would fall within the scope
of this part of your request. In any event I can confirm that the workload
and the structure of the ICO Strategic Liaison teams was reviewed a year
ago, which resulted in additional staffing resources being allocated.
 
 

 2. In relation to Dawn Monaghan who is the group manager of the public
services strategic liaison team, has Dawn previously worked in the
health or education sectors?

As you will appreciate, the ICO will hold information relating to Dawn
Monaghan’s previous work experience/record as part of her personnel file.
The information contained in her file will amounts to her personal data.
We neither confirm nor deny whether we hold any information that would
fall within the scope of these parts of your request.
 
The duty in section 1(1)(a) of the Freedom of Information Act 2000 (FOIA)
does not apply, by virtue of section 40(2) and (5) of the FOIA. This
should not be taken as an indication that the information you requested is
or is not held by the ICO.
 
Section 40(2) of the FOIA allows a public authority to withhold
information from a response to a request under the FOIA when the
information requested is personal data relating to someone other than the
requestor, and its disclosure would contravene one of the Data Protection
principles.
 
We consider that such a disclosure would be unfair and in breach of the
first Data Protection principle which states that – “Personal data shall
be processed fairly and lawfully …”
 
Section 40(5) provides that the duty to confirm or deny still arises
unless the confirmation or denial itself would breach the data protection
principles.
 
It is important with this type of information that we maintain a
consistent line in order to avoid uncertainty disclosing personal data
about our staff in a way that would be unfair.

We have not provided a copy of this information as it is available from

Under section 21 of the FOIA we are not required to provide information in
response if it is already reasonably accessible to the requestor from
another source.
