Request for information under the Freedom of Information Act 2000

Further to your email dated 18/04/2017, in which you request the
disclosure of information under the provisions of the above Act, we are
now in a position to respond.

Please see the response below.

Please provide the following information about Rights of Way Officers:

1. The total number of Rights of Way Officers employed by the authority in
January 2013, 2014, 2015, 2016, 2017.

 

We don’t employ staff with the job title of Public Rights of Way Officers.
Officers within particular services undertake a number of tasks of which
Public Rights of way will be one.

2. The names of current (2017) post-holders and the Full Time Equivalent
(FTE) of their posts.

As per Q1, we do not have post-holders with such a specific job title.  Of
those employees that have some aspect of their duties relating to PROWs,
disclosing their details into the public domain would be against their
legitimate expectations.  Disclosure would thus be unfair and a breach of
the first data protection principle as set out at schedule 1 to the Data
Protection Act 1998.  Accordingly, such information is absolutely exempt
under section 40(2) of the Freedom of Information Act 2000 by virtue of
section 40(3)(a)(i)

3. Any additions or losses to this number that you are already aware of or
anticipate in 2017.

 

We have no information about planned changes to the numbers in 2017.

4. If Rights of Way officers are responsible for identified areas,
districts or parishes, please list the names of officers and their areas.
Alternatively briefly indicate responsibilities of postholders.

 

·      1.8 officers resolving reported defects in the network – one
(North) covers Fylde, Wyre, Preston, Lancaster and one (East) covers
Ribble Valley, Burnley, Pendle, Hyndburn, Rossendale. (We used to have a
3^rd covering S.Ribble, Chorley and W.Lancs but he left last year and has
not been replaced)

·      1 coordinates the work of the resolution of defects and
enforcement, quartermaster, deals with the more complex matters and
provides support to the other 2

·      1 processes public path orders, assists districts with their
orders, responds to their consultations and coordinates outsourced
applications

·      0.9 processes definitive map modification orders

·      1 manages the public rights of way information on GIS, investigates
definitive map and legal rights queries and processes some definitive map
modification orders

·      1 handles temporary closures, marketing and liaison with parishes
and other partners

·      1 telephone/email reception, data management, coordinator

·      1 England Coast Path and manages capital budget

·      2 cycle route schemes

·      1 Manager – dabbles in all the above and manages team and budget
