Public Rights of Way GIS Data and Statements
Dear Gloucestershire County Council,
Under the Environmental Information Regulations, I would like to request a copy of:
1/ The digitised version / working copy of your Definitive Map of Public Rights of Way, e.g. as used to show the routes in the online map at https://www.gloucestershire.gov.uk/roads... . My preferred format for this GIS data would be one of KML, GeoJSON, MapInfo or Shapefile. (I realise that this data is not the actual Definitive Map, but just an unofficial representation of it, which may contain errors. But that is fine for my purposes.)
2/ Your Definitive Statements of Public Rights of Way, assuming these are held in digital form (either scanned copies or native digital versions). I would prefer the information in a re-usable (computer readable) format. If the full Statement information is already contained in the GIS data supplied above, then that will satisfy this part of the request, and there is no need to provide anything separately.
Secondly, under the Re-Use of Public Sector Information Regulations, I would like to request permission to re-use the information above under the Open Government Licence v3 http://www.nationalarchives.gov.uk/doc/o... . The purposes for which the information is to be re-used are: (a) to help improve the mapping of Rights of Way in OpenStreetMap, and (b) to convert the datasets to a more convenient format, and then make them available for others to re-use under an open licence.
Yours faithfully,
Robert Whittaker
PS: If you are contemplating refusing any parts of this request, you may like to first read the following Decision Notices from the ICO in relation to similar requests that I made to Cambridgeshire County Council: https://ico.org.uk/media/action-weve-tak... and https://ico.org.uk/media/action-weve-tak... .

Dear Steve Tilling,
Yes that's fine -- if you need to pass on my details to any other department to facilitate handling the request, then please do so.
Yours sincerely,

Dear Mr Whittaker,
Your request below has been passed to me. I understand you have requested
a copy of the PROW routes as displayed on the embedded map on the GCC
website at
[1]https://www.gloucestershire.gov.uk/roads...
At this time, I am not sure of the size of this dataset but if we are
unable to send it via email, you may have to download it from our FTP site
and I will supply details of this. It would be easiest for us to supply
this in shapefile format which I understand would be acceptable to you.
I will be in contact again next week. In the meantime, if you are able to
advise if you have downloaded data previously from a FTP site, probably
using FileZilla, that would be helpful.

Steve Hawkins

Dear Steve Hawkins,
Yes, a Shapefile would be fine. Based on what I've got from other councils it will probably be OK to send by email, particularly if the files are zipped first. If not, then I should be able to manage with FTP, though I haven't had to use it for some time.
Better still though, have you thought about uploading the file to your website and linking to it from eg https://www.gloucestershire.gov.uk/roads... so that it would be available to (and discoverable by) everyone without them having to ask?
Best wishes,
Robert Whittaker
Good afternoon Mr Whittaker,
Please find attached a zipped file of the Gloucestershire PROW network
produced today from the latest network copy (approx. mid-July 2018). This
is in Esri shape file format.
The data is being released under ‘Presumption to Publish’ OGL v3 terms.
Best regards,
Steve Hawkins
