Public Rights of Way GIS data
Dear Caerphilly County Borough Council,
I would like to request:
1. A copy of underlying dataset behind your interactive online public rights of way (PROW) map (https://www.caerphilly.gov.uk/Things-To-...), ideally in a standard/universal GIS format such as KML or GeoJSON.
2. Permission to re-use this data under the Open Government Licence v3 (http://www.nationalarchives.gov.uk/doc/o... ). This will allow improved mapping of public rights of way in Caerphilly on the volunteer project OpenStreetMap (https://www.openstreetmap.org/), widening access to green spaces for other residents and allowing easier maintenance of local pathways.
Please note that there is now an established precedent for such requests and a large number of UK councils have released their PROW data under an Open Government Licence (a list is maintained here: https://osm.mathmos.net/prow/open-data/ ). Councils which have refused have been successfully challenged through the ICO (e.g. https://ico.org.uk/media/action-weve-tak... ).

Information Regulations 2004. Environmental information is exempt from
disclosure under the Freedom of Information Act 2000 by a Section 39
