Public Right of Way Naming Convention & Definitive Statement
Dear Caerphilly County Borough Council,
I see that you have recently released a dataset containing your public rights of way in response to an EIR request: https://www.whatdotheyknow.com/request/p... . I'd like to use this data, but could do with a bit more information about the naming conventions you use for your Public Rights of Way.
In the data you released there is a "RouteCode" field and a "PathRef" field, which both appear to contain a name/references for each Right of Way. The former is used on your online map at https://caerphillycbc.maps.arcgis.com/ap... and comprises a (modern) parish/community code, the RoW type and number, and a segment number (e.g. "CRUM/RBW80/1"). The latter comprises a (possibly historic) parish/region name and the RoW type and number (e.g. "ABERCARN RBW80").
Would I be right in thinking that the "RouteCode" is a modern reference number for use in your GIS systems, and the "PathRef" corresponds to the legal / official name in the "Definitive Map and Statement" documents?
If neither of these fields contain the official / legal name of each Right of Way, could you describe what format that takes in the Definitive Map and Statement? Could you also confirm how the Definitive Statement is organised? In other counties, these typically to list the Rights of Way by (historic) parish/community, numbered uniquely within each one. What are the parish/community/region groupings (if any) used in your Definitive Statement?
Finally, I don't suppose you have an electronic version of your Definitive Statement do you? If so, could you provide a copy of it, and also grant permission to re-use it under the Open Government Licence? (The purposes of the re-use would be to help improve the mapping of Rights of Way in OpenStreetMap, and to make the available to others in a convenient format and under an open licence.)

Thank you for your request for information received on 5th July. We have
considered your request and enclose the following information -
(1) Would I be right in thinking that the "RouteCode" is a modern

The Definitive Statement is organised by Parishes at the time the survey
following the National Parks and Access to the Countryside Act 1949 and
then numbered uniquely within each Parish. There are 19 former Parishes:
Abercarn, Abertillery, Bedwas and Machen, Bedwellty, Caerphilly,
Gelligaer, Graig, Henllys, Llanedeyrn, Llanfedw, Lower Machen, Mynydd
Islwyn, Pontypridd, Rhydygwern, Rhymney, Risca, Rogerstone, Rudry and Van.
(4) I don't suppose you have an electronic version of your Definitive
Statement do you? If so, could you provide a copy of it, and also grant
permission to re-use it under the Open Government Licence
