Public participation in Planning Committee

Dear North Kesteven District Council,

Civic Voice, the national charity for the civic and conservation movement is campaigning to put public participation at the heart of the planning system. With this in mind, I am writing to request the following information under the Freedom of Information Act:

1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

4. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

We refer to previous correspondence regarding your request for information
relating to: Public participation in Planning Committee.

 

The information, as provided by our Democratic Services Department, is
given below:

 

1.     Can you confirm how long, in minutes, a community group such as a
Civic Society is permitted to speak at your local council’s Planning
Committee? (By ‘Planning Committee’ we mean your local authority’s
committee of elected members which determines planning applications. It
may be known by a different name in your local authority).

 

In accordance with the Council’s Constitution each registered speaker will
be allowed 3 minutes to address the Committee.

 

2.     Is there a limit on the number of registered speakers permitted to
speak at your Planning Committee? If yes, please specify the maximum
number of speakers allowed.

 

In accordance with the Council’s Constitution registered speakers will be
called to address the meeting in the following order:-

o A single supporter who may be the applicant or agent or supporter;
o A single objector or representative of the objectors;
o A Parish or Town Councillor representative (but not where the local
council is the applicant).

 

3.     Is there a limit on the total time allowed for registered speakers?
If yes, please provide details of the time restriction.

 

In accordance with the Council’s Constitution each registered speaker will
be allowed 3 minutes to address the Committee

 

4.     Are your Planning Committee procedure rules publicly available
online? If yes, please provide the weblink.

 

The Planning Committee procedure rules can be found within the Council’s
Constitution under Article 7 (Regulatory and Other Committees and Panels),
Article 7, Appendix 1 Planning and Part 4.4 Planning Code of Conduct. The

If you are dissatisfied with the handling of your request, you have the
