Public participation in Planning Committee

We're waiting for Sarah James to read recent responses and update the status.

Dear Hillingdon Borough Council,

Civic Voice, the national charity for the civic and conservation movement is campaigning to put public participation at the heart of the planning system. With this in mind, I am writing to request the following information under the Freedom of Information Act:

1. Can you confirm how long, in minutes, a community group such as a Civic Society is permitted to speak at your local council’s Planning Committee? (By ‘Planning Committee’ we mean your local authority’s committee of elected members which determines planning applications. It may be known by a different name in your local authority).

2. Is there a limit on the number of registered speakers permitted to speak at your Planning Committee? If yes, please specify the maximum number of speakers allowed.

3. Is there a limit on the total time allowed for registered speakers? If yes, please provide details of the time restriction.

4. Are your Planning Committee procedure rules publicly available online? If yes, please provide the weblink.

I am writing in response to your request for information below.

 

Please see the council's response below

 

1. Can you confirm how long, in minutes, a community group such as a Civic
Society is permitted to speak at your local council’s Planning Committee?
(By ‘Planning Committee’ we mean your local authority’s committee of
elected members which determines planning applications. It may be known by
a different name in your local authority).

A representative from a Conservation Area Panel in the Borough may speak
at a Planning Committee meeting for up to 5 minutes on a development
falling within their conservation area.

2. Is there a limit on the number of registered speakers permitted to
speak at your Planning Committee? If yes, please specify the maximum
number of speakers allowed.  

For a Conservation Area Panel, it would only be one representative allowed
to speak per application. For residents or applicants wishing to speak in
support or against an application, speaking rights are granted only when a
valid petition has been submitted prior on the matter. The more petitions,
the more speakers. Ward Councillors may also wish to speak. There is no
upper limit for speakers.
3. Is there a limit on the total time allowed for registered speakers? If
yes, please provide details of the time restriction.  

For a Conservation Area Panel representative this would be for up to 5
minutes. For other petition speakers this is also up to 5 minutes. Ward
Councillors are 3 minutes. The Chairman of the Committee has the authority
to vary speaking times if multiple petitions are received on the same
planning application to ensure the meeting is conducted efficiently.
