Dear DoF FOI,

You have stated in your reply:
"NISRA weekly provisional death statistics are based on death registration
information collected by the General Register Office and count all deaths where
COVID-19 was mentioned on the death certificate by the doctor who certified the
death, whether or not COVID-19 was the primary underlying cause of death. The
figures include cases where the doctor noted that there was suspected or probable
coronavirus infection involved in the death. "

For clarification of your response please state:
1 How many deaths were solely due to COVID-19 as the primary cause on the death certificate?
2 How many deaths were solely due to COVID-19 as the primary cause with no other underlying causes on the death certificate?

You the state in your reply:
"1. Of the 1,301 deaths involving COVID-19 in Northern Ireland up to 20th November 2020, 1,290 were civilian
2. Of the 1,301 deaths involving COVID-19 in Northern Ireland up to 20th November 2020, 11 were recorded as having a military occupation."

For clarification of your response please answer:
3 Since the vast majority of the actions taken by the Executive are killing civilians please provide all recorded information where the Executive has consulted with the Protecting Power regarding their actions.

Further to your requests for some additional information in relation to
Covid-19 as primary (underlying) cause and also in relation to other
underlying conditions, just today my branch published a report on this
area which can be found at

You will see that the majority of covid-related deaths are subsequently
found to have covid-19 as the underyling cause of death (807 out of 912
deaths in the report attached).

Also the majority of covid-19 deaths have at least one pre-existing
condition – only 77 of the 902 deaths in this analysis had no pre-existing
conditions.

 

In relation to your third question ‘Since the vast majority of the actions
taken by the Executive are killing civilians please provide all recorded
information where the Executive has consulted with the Protecting Power
regarding their actions.’, this is not information that NISRA would hold
or be in a position to respond to. Can I suggest you therefore email to

Dear Lyness, Deborah,

Thank you for all you help in my search for the truth in this matter.
As you may be aware I am in search of evidence that these reported deaths are due solely to COVID-19.

As you can see I am acting in good-faith by revealing to you my intentions in this matter and ask you to continue to help me in this pursuit that affects us, our love ones, our friends and our fellow countrymen/women.

As a point of clarification please provide recorded evidence from the autopsy that was performed, that the doctors relied on to state on the death certificate that the death was solely due to COVID-19, of the actual COVID-19 virus in its isolated form."
In other words, an actual sample of the COVID-19 virus that was found from the autopsy of the "77 of the 902 deaths in this analysis had no pre-existing conditions."

Dear Mr Parker,
My apologies for the delay in responding to your email of 28th.

I'm afraid the information requested (detail of autopsies) is not held by NISRA. The only information that NISRA would receive from the Coroners' office, where a death has been referred to them, is the cause of death and information required for specific statistical releases such as whether for example, the death was drug related or due to suicide.

I'm sure you are aware that cases will only go to the Coroner where the death is sudden or unexpected death. My understanding is that the only other way the Coroner would review these cases (which wouldn't necessarily mean they would carry out an autopsy), is if the family requested the Coroner to review the death.

Sorry that I can't be more helpful on this occasion.
