Public Land Ownership Details, Business Rates & Betterment

We're waiting for Abjol Miah to read a recent response and update the status.

Dear Gateshead Metropolitan Borough Council,

I would like to request the following information.

Land ownership:

A map of land owned by Gateshead Council within Bridges Ward

Where Gateshead Council has records, a map of land held by any third parties within Bridges ward.

Betterment:

Details of Section 106 income gathered and spent in the Bridges ward between 1st April 2011 to the present.

Details of Community Infrastructure Levy income gathered and spent in the Bridges ward between 1st April 2011 to the present.

Business rates:

Details of the number of properties for which business rate relief has been applied for on the grounds that the building is empty, by year for the last five years.

Details of the rateable value of properties for which business rate relief has been applied for on the grounds that the building is empty, by year for the last five years (not including business rate relief due to coronavirus).

Accelerated Development Zone and funding information:

List of funding that has been spent within the accelerated development zone in anticipation of being recouped from future business rate retention provisions.

Details of any monitoring of the Accelerated Development Zone.

List of funding sources contributing to the developments in Bridges Ward over the past ten years.

I refer to the Freedom of Information Act 2000 and to your email to this service dated 10 June 2021.

In accordance with the Freedom of Information Act, we are able to grant access to the records requested and accordingly they are as follows:

1.Land ownership:
a) A map of land owned by Gateshead Council within Bridges Ward
b) Where Gateshead Council has records, a map of land held by any third parties within Bridges ward

Our response:
The information you require is exempt from disclosure under S21 of the Freedom of Information Act as it is information accessible by other means. The Councils land ownership records are already publicly available through the Land Registry. The Land Registry should also be contacted for details of third party ownerships in the Ward, although it should be noted that not all third party ownerships may be registered.

2. Betterment:
a) Details of Section 106 income gathered and spent in the Bridges ward between 1st April 2011 to the present.

£221,231.00 was collected and spent in Bridges Ward from 2011 to the present

b) Details of Community Infrastructure Levy income gathered and spent in the Bridges ward between 1st April 2011 to the present.

£0 has been collected and £0 has been spent in CIL money from 2011 to the present

3. Business rates:
a) Details of the number of properties for which business rate relief has been applied for on the grounds that the building is empty, by year for the last five years.

2017/18 = 1771
2018/19 = 1890
2019/20 = 1802
2020/21 = 1576

b) Details of the rateable value of properties for which business rate relief has been applied for on the grounds that the building is empty, by year for the last five years (not including business rate relief due to coronavirus).

2019/20 = £495,000 Local Growth Fund refurbishment of Northern Design Centre
2019/20 = £13m from Council funds for development of Riga office building

b) Details of any monitoring of the Accelerated Development Zone.

Each property in the NDD area is coded and totals are sent on a monthly basis to our Corporate Finance team.

Right to a review:
You may apply to the Strategic Director of Corporate Services and Governance, Civic Centre, Regent Street, Gateshead, NE8 1HH, for an internal review of the decision. This will be a fresh consideration of your request by a more senior officer. If you wish to request a review must do this in writing within 40 days of receipt of this letter.

Following the internal review if you are still unhappy you have a right of appeal to the Information Commissioner as specified below.

Rights of appeal:
You may apply under Section 50 of the Act to the Information Commissioner at the following address for a decision whether, in any specified respect, a request for information made by you to the Council has been dealt with in accordance with the requirements of Part 1 of the Act:

The Information Commissioner shall consider the matter fully and make a fresh decision.
