Public Health Data appropriate to JSNA

The request was partially successful.

Dear Reading Borough Council,

I write requesting information under the Freedom of Information Act.

Please supply public health data underlying the local JSNA as electronically readable tables and as supplied to local health planners.

Information published as the JSNA on the web pages of the Council is deficient as follows:
- there is no borough-wide or CCG-based analysis of causes of death,
- in the section on early years foundation stage attainment attention is given to minority groups but no figure is cited for the poorly-attaining majority White British group. Please include this information in the tables supplied.

Yours faithfully,

Tom Lake

Dear Mr Lake,

Thank you for your request for information under the provisions of the
Freedom of Information Act (2000).

Your Freedom of Information query and our response is set out below:

1.     Please supply Public Health data underlying the local JSNA as
electronically readable tables and as supplied to local health planners.

Please see provided a copy of “Facts, Figures and Trends" for Reading.

Phase One of the Reading JSNA Programme was completed including a full
refresh of data. The Berkshire Public Health shared team delivered within
the time frame the JSNA Data Inventory, which included 5,000 data lines,
bespoke to Reading. The data has been comprehensively reviewed, revised
and refreshed against national and local data. This has provided an
updated platform for robust analysis and local summaries. The Data
Inventory was analysed by the Public Health Shared Team Information
Department to provide in the region of 500 tables of ‘Facts, Figures and
Trends’ to accompany the six major headings within Reading’s JSNA.

2.     Information published as the JSNA on the web pages of the Council
is deficient as follows: There is no borough-wide or CCG-based analysis of
causes of death.

This has been noted and further data analysis will be investigated for the
next iteration of the Reading JSNA.

3.     In the section on Early Years Foundation Stage attainment,
attention is given to minority groups but no figure is cited for the
poorly-attaining majority White British group. Please include this
information in the tables supplied.

White British Foundation Stage attainment is 51% which is in line with the
Reading average. This information will be added to the JSNA as requested.

You are free to use any information supplied to you for your own personal
purposes or for non-commercial research, private study or news reporting.
However, you do not have the right to re-use the information in a way
which infringes copyright, for example, by distributing, making copies of
or publishing the information, without the permission of the copyright
holder, which in most cases will be Reading Borough Council. If you wish
to obtain permission for such use, please contact Mr C Brooks, Head of
Legal and Democratic Services, at Reading Borough Council.

Please note that your request may itself be the subject of a FOI request
and will be disclosed in that event.

If you are unhappy with this response to your request for information
under the Freedom of Information Act then you may ask for an internal
review.  Please make a request in writing to Mr C Brooks, Head of Legal
and Democratic Services, at Reading Borough Council.  If you request such
a review and are not content with its outcome, then you have a right to
apply directly to the Information Commissioner for a decision.  The
Information Commissioner can be contacted at:

Dear Reading Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Reading Borough Council's handling of my FOI request 'Public Health Data appropriate to JSNA'. as detailed in the response by Neil Bullough dated 15th May 2014.

My complaints are:

1. The bulk of the data tables are shown in graphical form and not giiven numerically - thus the data itsellf is not available.

2. Only about 10% of the data requested is represented even by these graphics

A satisfactory response would have been to forward the JSNA data inventory - roughly 5,000 data lines - in electronically readable format together with any accompanying identification or documentation.

I ask that you review your existing response in the light of my complaints and that you forward the JSNA data inventory as a response to my request.

Yours sincerely,

Tom Lake

Dear Mr Lake

Further to my email to you of 26 August, I am writing to update you on the
progress of the internal review.

I am liaising with the relevant colleagues and with the shared information
team within Bracknell Forest Borough Council to ascertain whether the data
is held and if so, how it can be provided to you. Unfortunately there
isn’t a simple system for extracting the data that underlies the graphs
that were provided to you.

I am meeting with the relevant individuals next week to understand the
system better, and I hope to revert to you after that. Please note that
will be no sooner than 6 October 2014.

If you have any queries in the meantime, please let me know.

Kind regards

Dear Khimji Sonal,

Thank you for following up the availability of the underlying data. While the JSNA has been improving over the last year, and is useful as a way into getting a rough picture of health needs it is still very difficult for a member of the public like myself to get an understanding of the health needs of different parts of Reading and their change over time from the current format. I would be grateful for your assistance in bringing this request to a helpful conclusion.

Yours sincerely,

Tom Lake
