Public Footpath Maintenance
Dear Cornwall Council,
Cornwall Council has a statutory obligation to ensure that the network of public footpaths/rights of way in the county are maintained. The council uses a reporting tool (https://secure.cornwall.gov.uk/form/auto...) to allow members of the public to report any issues that they encounter whilst attempting to use these public rights of way.
Please could you provide me with:
A) the number of reports received using this form since its inception, ideally weekly or monthly.
B) the number of these issues that have been investigated, that the council has started resolving, and that the council has fully resolved.

Thank you for your request for information regarding the public footpath
maintenance reporting tool, received on 11//01/22 and which falls under
the Environmental Information Regulations 2004 (“the EIR”).
Cornwall Council is committed to open and transparent government and
provides information to members of the public about all aspects of the
authority. Cormac Solutions are responding to your request as a wholly
owned Company of Cornwall Council.
We want to be as open as possible in answering requests and to help people
obtain the information they are looking for. Unfortunately, in this case
the amount of information you have requested is substantial and compiling
it would therefore involve a significant cost and diversion of resources
from the Company’s other work. This means that as your request stands we
will unfortunately have to refuse the request under Regulation 12 (4) (b)
of the EIRs relating to requests that are manifestly unreasonable or
formulated in too general a manner.
The information relating to whether issues have been investigated/resolved
etc. would be contained within our filing system but we would not be able
to provide it due to the time it would take to collate. This is due to the
way the information is held and where it is held, being in multiple
locations.
We estimate that to provide a response would take in excess of 18 hours,
which is the statutory time limit for collating of these requests.
Each report that comes in is filed according to the parish and path
number. There are over 200 parishes and within each parish there can be
between 10 to 200 individual rights of ways.
Each individual parish/path folder and each individual document within
that path folder will have to be manually checked to see if it came
through via the form and then further files and enquiries made within the
larger team to see what action was taken.
If you were to reduce your request, by providing specific parish and path
numbers we will of course review that request separately.
Please note; however, that even condensing the request to a whole parish
would also be unreasonable due to potentially having up to 200 individual
paths within some parishes.
Please further note that you have 30 days to submit a reduced request and
that if we have not heard from you after this time, we will close our file
on this issue.

Can I instead adjust my request in an attempt to reduce the burden it would place on the department?
I'd like to request:
- what performance metrics are used to evaluate the Council's maintenance of public footpaths?
- what has the value of these metrics been for the last 5 years?

Thank you for handling this FOI request. The request was handled by David Kinnair on behalf of Cormac.
However, David has only been able to address the first part of my request, namely: What performance metrics are used to evaluate the Council's maintenance of public footpaths?
In his letter of 15th February he provides the performance metrics:
"A random survey of 5% of the total length of the Public Rights of Way (PRoW) network are undertaken to determine the measure of performance: i) The % of paths signed at their junctions with metalled highways ii) The % of PRoW that are easy to use"
However he also states that "the Service Provider performance will be monitored by the Councils Contract Performance Team".
Please could you direct my enquiry to the Council's Contract Performance Team to handle the second part of my request, namely: What has the value of these metrics been for the last 5 years?
