Dear Mr. Raffal,

Freedom of Information Act 2000

We write regarding your request for information, received on 22 March
2011.

Your request

Please can you provide full details of the public consultation
which occurred prior to the decision to approve World Polo Events
undertaking any preparatory work on Hurlingham Park for the event
'Polo in the Park'. In these details can you state the form that
any public consultation took. How many residents were included, if
it is more convenient for you provide the wards or streets included
rather than a specific figure please feel free to do so. What
issues were raised by the public consultation. And what action the
council put in place to meet any concerns or issues raised by the
public consultation.

Could you also please release any documents, correspondence, or
minutes the Council possess which relate to this consultation. Can
you specifically include any correspondences with any employees of
World Polo Events, or their agents, which discuss the consultation
process, the consultation itself, or the results of the
consultation.
If the council undertook any public consultation after the first
Polo in the Park event please can you provide basic details of what
form such consultation took, how many responses were received, and
what issues were raised.

It is with regret that we have been unable to complete our response within
the 20 working-days as required by the Act. This is because we are
considering the public interest test with regard to the exemption in
section 40 of the Act, concerning information that is considered personal
data under the Data Protection Act 1998. The Freedom of Information Act
allows for an extension of an additional 20 working days in cases where
the public interest test is engaged. This email therefore acts as a
Refusal Notice in regard to the original 20 working day deadline.

Please be assured that we are dealing with your request as matter of
urgency and we hope to provide you with a final response by 20 May 2011,
although it is likely we will be able to provide a full response much
sooner. Please accept our apologies for any inconvenience caused.

Yours sincerely

Dear Jon Hill,

Thank you for your recent message. If it is more convenient to you, and avoids infringing on the exemption you are considering, I would be more than willing to alter the aspect of my request dealing with responses from the public to a list of issues raised without any identifying data as to who raised which issue.

Please let me know if this would help you. Am I right to assume that the new deadline, whether you accept this alteration or not is now in May?

Yours sincerely,

Harry Raffal
