Dear Mr Hutchinson

Thank you for your request under the Freedom of Information Act 2000
received on 4^th August 2009 regarding car parks bounded on two or
more sides by open sea and please accept our apologies for the delay
in responding. As this relates to the Environment we have processed
it under the Environmental Information Regulations 2004 (EIR).

As requested we have carried out an internal review into the
handling of your request to ascertain why you did not receive a
response within the statutory timescales.

Your request was received and acknowledged by Connect to Cardiff on
4^th August 2009. Connect to Cardiff subsequently passed your
request onto the relevant Officers within Highways to answer your
request.

Unfortunately your request only came to the attention of Information
Management Services on 11^th November 2009 following your request to
Connect to Cardiff for an internal review into the handling of your
request.

Requests for information received by Cardiff Council, under the
Freedom of Information Act/ Environmental Information Regulations
and Data Protection Act are either dealt with by Officers in the
relevant Service Areas or referred onto Information Management if
they are corporate requests for information - on this occasion your
request was passed onto the relevant service area to provide you
with a response.

It appears from our investigations that your request was passed
through to the service area concerned when the two Senior Officers
responsible for processing and answering requests were both on leave
and the deputy for these individuals mislaid your request and did
not bring it to their attention on their return. This issue has now
been addressed and we are in the process of ensuring that adequate
staff are allocated to all Service Areas so that in the event of
Senior Officers being away from the office requests for information
are processed correctly.

The Council accepts therefore that on this occasion it breached its
duty to respond within 20 working days of your request as required
by Regulation 5 of the EIR. The action we are taking to remedy the
breach is as set out in the previous paragraph in addition to which
we are now providing a proper answer to your request.

Your request for information asked for:

"I shall be grateful if you will tell me how many public car parks
under public or private ownership there are in the area covered by
the Council that are bounded on two or more sides by open sea and
liable to flooding at high tide or during conditions of storm. Also,
if there are any, their locations."

We have considered your request and enclose the following
information in relation to your request:

We do not hold comprehensive records of private car parks as they
are not owned by Cardiff Council. We can confirm from the recorded
information that we do hold that there is one car park adjacent the
open sea and that is the Barrage, Cardiff Bay. This is bounded on
one side only and is not subject to flooding as the level
constructed is well above the anticipated highest tides.

However, as part of the Local Development Plan (LDP) process, we
have commissioned a Strategic Flood Consequences Assessment for much
of the southern arc of the City which may be susceptible to flood
risk. This area does contain both public and private car parking
