Public Admittance to Misconduct Hearings

Dear Staffordshire Police,

The Staffordshire Police website states the following:-

“To increase openness and transparency in the police service, officer Misconduct Hearings will now normally be held in public. Misconduct Hearings deal with alleged gross misconduct by police officers on or off duty.

The decision to hold hearings in public was announced by the Home Secretary in the spring of 2015 and will apply to all cases where an officer was given notice to attend a hearing after 1 May 2015.”

Under the FIOA could you please provide the following information.

1. The number of Misconduct Hearings for alledged Gross Misconduct held for the three year period after the implementation date stated above (I.e. where an officer was given notice to attend a hearing after 1 May 2015)

2. I understand that in “exceptional circumstances” the chair of the Misconduct Panel may exclude the public, please provide the following details of any occasions that the public were excluded:-
(a) Date of hearing,
(b). Alleged Misconduct,
(c) Grounds given for excluding the public,
(d) Name of the Chair of the Panel,
(e) Outcome of the hearing.
(f) % of the total cases where public were excluded.

3. Please provide details regarding how the public are notified of upcoming Misconduct Hearings and whether there is a minimum about of notice given to allow interested members of the public time to attend any hearing.
