Pub Closures and Enforcement

Dear Knowsley Metropolitan Borough Council,

I would very much appreciate it if you could send me the following data as soon as possible for the whole borough:

1) The number of pub closures in the last three years.

2) If you cannot send me data from the last three years, could you send me data from the oldest date possible.

3) The reasons for each pub closure. ie: surrendered licence, closed down through authority enforcement, lack of trade etc

4) Please supply the cost of an annual licence

a) please provide the number of premises licences wihin the borough for 2011, 2012 and present

5) Please provide information and results of any number of enforcement notices issued within the last two years?

6) Please provide the cost of enforcing public houses that the Licensing Dept currently paid for the years 2011, 2012, 2013?

7) Please provide a list of the number of times that a licensee or premises supervisor have appeared before the licensing committee within th last year with regards to behaviour or complaints made against a premises?

This has been passed to the relevant service and you will receive a response by 19 August 2013, as required by law.

In line with guidance published by the Information Commissioner’s Office, the council may make a charge for the provision of information – for example in order to cover the costs of postage (in line with the relevant postal charges) or charges for printing and copying (which will reflect photocopying charges levied by the council’s public libraries).

You will be informed if a fee is to be applied before information is to be provided.

I am writing to request an internal review of Knowsley Metropolitan Borough Council's handling of my FOI request 'Pub Closures and Enforcement'.

I wrote to you on the 24th JULY 2013 and have yet to receive a response to my information request. This is the second request for an Internal Review as I have yet to receive a reply from the first Internal Review request.

The handling of this request has been poor from the Department responsible.

Annual Fees for renewal of a Premises Licences are statutory fees and are determined by the rateable value of the premises:-

Band A - £70
Band B - £180
Band C - £295
Band D - £320
Band E - £350

a) please provide the number of premises licences within the borough for 2011, 2012 and present.

These figures include all Premises Licences issued under the Licensing Act 2003

5) Please provide information and results of any number of enforcement notices issued within the last two years?

None

This is the total cost of monitoring and compliance for all licences issued under the Licensing Act 2003 which includes other premises in addition to Public Houses.

7) Please provide a list of the number of times that a licensee or premises supervisor have appeared before the licensing committee within the last year with regards to behaviour or complaints made against a premises?

There have been 2 Premises Licence reviews in the last 12 months which involved incidents of crime and disorder.

The Johnny Todd PH in October 2012; and
The Ploughman PH in February 2013.
