Freedom of Information,

Freedom of Information would like to recall the message, "Freedom of
Information request - Psychological Therapies Waiting Times- our FOI ref
406/2016".

Freedom of Information,

Dear Ms Taylor,

For a request to be valid under the Act you must provide your full name. Please see an extract from the Scottish Information Commissioner <http://www.itspublicknowledge.info/home/...> ’s website:

Do I have to provide my real name and my full address when I ask for information?

The FOI Act says that a request must include the name of the applicant and an address for correspondence. In terms of your address, either your full postal address or your email address will be fine.

You will need to provide your full real name. If you don't use your real name the authority won't have to provide the information, and you won't be able to appeal to the Commissioner. At the very least, your request should include your initial and your surname.

If you send your request by email, remember to put your name in the text of the email. Even if your name appears in your email address (e.g. [email address]) you must add your name to the text of your request, so that it is clear who the email is from

I am happy to process your request to avoid any delay. I am also happy to provide you with the requested information (subject to exemptions) either way. However, you will be unable to appeal any response if the request is considered invalid.

We are obliged under the Freedom of Information (Scotland) Act 2002 to respond to you as quickly as possible and in all cases, within 20 working days.

We will respond as soon as possible.

Dear Freedom of Information,

The FOI Act says that at the very least, your request should include your initial and your surname - mine is Ms I Taylor. I hope this is sufficient.

Yours sincerely,

Ms Taylor

Freedom of Information,

Dear Ms I Taylor,

Thank you for your request.

Could the health board provide:

(a)          the longest time which someone in NHS Ayrshire & Arran has
had to wait between referral and starting treatment for psychological
therapies in 2014-15, 2015-16 and so far in 2016-17?

The following detail is based on the longest experienced (actual) waiting
time from referral to start of psychological therapy treatment for any one
individual

2014/2015 – 103 weeks reported in the February 2015.

2015/2016 – 104 weeks reported in the October 2015 .

2016/2017 – 96 weeks reported in the May 2016.

Information on waiting times are recorded on [1]Information Services
Division website. Please click [2]here for the most recent report.

(b)   a breakdown of waiting times in NHS Ayrshire & Arran (percentage
seen within 18 week target, median wait, and longest wait) for each type
of therapy covered by the term ‘psychological therapies’ (as defined by
NHS Education for Scotland in The Matrix: A Guide to Delivering
Evidence-Based Psychological Therapies in Scotland) including Behavioural
Therapy, Cognitive Behavioural Therapy, Systemic and Family Therapy,
Psychoanalytic/Psychodynamic Psychotherapy, Inter-Personal Therapy and
Humanistic Therapy in 2014-15, 2015-16 and so far in 2016-17?

We do not record average times. We do not hold this information in the
format it has been requested. The Act does not impose a duty on Scottish
Public authorities to create new information, only to provide the
information which is routinely recorded and held.  We would therefore
apply exemption section 17 (1) of the Freedom of Information (Scotland)
Act 2002.

To be able to provide information on the longest waiting time for each
type of therapy would require us to access all individual clinical records
of each corresponding Psychologist to extract the relevant data. This
would be burdensome on our limited resources and a time consuming exercise
which we estimate would take several hours and be outwith the cost of
compliance as this would exceed the £600 prescribed limit set in
regulation 5 of the Freedom of Information (Fees for Required Disclosure)
(Scotland) Regulations 2004. Therefore NHS Ayrshire & Arran is not obliged
under section 12(1) of the Freedom of Information (Scotland) Act 2002
(FOISA)to comply with your request.

You may wish to narrow the parameters of your request, which may bring the
cost of compliance below the threshold. Any further request for
information will be treated as a new Freedom of Information request. If
you wish to narrow your request please contact me and we can discuss what
could be provided within the cost limit.

I trust this response is helpful. However, under the Freedom of
Information (Scotland) Act 2002 if you are dissatisfied with our response
you are entitled to request a review. A request for a review must be made
in writing to Mrs Jillian Neilson, Head of Information Governance, NHS
Ayrshire & Arran, 14 Lister Street, University Hospital Crosshouse,
Kilmarnock, KA2 0BB or email [3][email address],
no later than 40 working days from 18 October  2016. You must provide your
name, an address for correspondence, details of your original request and
say why you want a review. If our decision is unchanged following a review
and you remain dissatisfied with this, you then have the right to make a
formal appeal to the Scottish Information Commissioner.

Please do not hesitate to contact me should you require any further advice
or assistance.

Kind regards,

Ann
