Pseudo-random selection of 35 emails across 35 email addresses
Dear Salix Finance Limited,
Under the Freedom of Information Act, I would like to request the following information:
Using a pseudo-random sampling method (e.g. getting an excel spreadsheet, using a .random() method or something comparable), please select 35 different email addresses operated/used by yourselves at Salix Finance Ltd and from which emails can be sent and received. After this, please pseudo-randomly select 1 email in each of these inboxes (such as through using an excel spreadsheet, using a .random() method or something comparable to pseudo-randomly generate numbers, constrained by the number of emails in each of the inboxes, which can then be used to retrieve the corresponding email from those inboxes). Then, consider releasing those 35 pseudo-randomly selected emails (in a redacted form or otherwise) in response to this FOI request. When or if you share the (redacted) content associated with those email addresses, consider listing / revealing the email addresses that are already available in the public domain.

However, I must let you know that we did not receive your earlier emails through the whatdotheyknow site, therefore we are going to log receipt being October 14, as this is when we did receive it. This is the date of receipt we will work from.

You asked us to use a pseudo-random sampling method to select a sample of 35 e-mail addresses used by Salix Finance and subject these to the process described in your e-mail. You asked to consider releasing the e-mail addresses used in the sample and those which the process revealed to be available in the public domain.
I have considered your request and am writing to advise you in accordance with section 1(1) (a) of FOIA that this does not relate to information held by Salix Finance.
If you are dissatisfied with this response to your request, you may seek an internal review within two months of the date of our reply. Internal reviews will be dealt within 20 working days. I am writing to request an internal review of Salix Finance Limited's handling of my FOI request 'Pseudo-random selection of 35 emails across 35 email addresses'.
Firstly, I disagree that this is not information which is already held. I’m asking you for emails that you already hold, albeit retrieved pseudo-randomly. To suggest that generating random numbers or otherwise for this purpose would be creating new information is similar to suggesting that the act of sending emails in order to retrieve information would constitute the generation of new information in the sense that you seem to imply.
Secondly, I would like to make a separate request under the FOISA - please can you share a list of all email addresses owned, operated, used etc. by yourselves (redacting info as needed) alongside the number of emails in such inboxes, the types of users for those inboxes, the size of data stored in those inboxes (including in MB, GB, TB or otherwise) and the date for which this holds true.
