£73k shortfall in court cost income from council tax and NNDR

Dear North Lincolnshire Council,

In North Lincolnshire Council's January Budget Review 2011/12 it states below at paragraph 3.9:

"3.9 Finance Service (on budget)

There are savings in Local Taxation and Benefits: the recovery of more benefit overpayments £160k than expected; and additional subsidy of £117k to recognise high performance in identifying error cases. These savings offset a £73k shortfall in court cost income from council tax and NNDR cases; and potential voluntary redundancy costs arising from the shared services implementation."

The total council tax and NNDR costs raised in years 09/10, 10/11 and 11/12 are £569,450, £569,805 and £577,620 respectively. There has been an increase, year on year with respect to costs raised, therefore I would like the relevant records which North Lincolnshire Council holds that relate to the £73k shortfall in court cost income stated above.

I refer to your recent Freedom of Information request which was received
on 27 May 2014.
 
In response, please be advised that the £73k shortfall referred to in the
2011/12 Budget Review report, was the deficit between the actual income
generated by the issuing of summons and obtaining of liability orders, and
the anticipated levels which had been profiled in the budget to be
received by that point in time.
 
Please find attached evidence from our financial system which details the
variance between the actual income and budgeted income at that point (1),
together with prints showing how the budgets are profiled to vary over the
course of the year (2)(3), and the final outturn position between actual
and budget for these costs in 2011/12 (4).
 

Please note that the supply of documents under Freedom of information does
