Dear St Helens Metropolitan Borough Council,

I am requesting the following information in relation to the Future High Streets Fund amount of £400k promised to Rainhill by the then Labour Party Councillor Joe De’Asha, and the then Labour Party Council Leader Derek Long, under their May 2019 election leaflets and associated press (copies and links available on request):

1) Which Central Government Department is responsible for the provision of the £400k and who is the Central Government Contact?

2) Who is the contact at St Helens Council, who can confirm receipt and management of the £400k?

3) What plans are approved or in place for approval for the expenditure of the £400k?

4) Who is the Contact at St Helens Council who is in control of the approved expenditure of the £400k?

5) What is the process for St Helens Council to create, and approve, the expenditure of the £400k for Rainhill?

6) What are the timescales for the full Design, Planning, and Implementation of the £400k for Rainhill?

The £400k has still not materialised, despite being “earmarked” as per the response to my previous FOI request. We have multiple projects that would benefit from this promised funding, which we would like to propose to St Helens Council. Please advise when Rainhill can expect these funds to be allocated to projects, and who to contact with regards to this.

As you can appreciate, we have, to some extent been overtaken by events
responding to the Covid-19 pandemic and its impact on the Council's
priorities.

 

Indeed, Covid-19 has been the most challenging emergency that the Council
has ever faced and alongside our partners and communities has seen us
react at speed to limit the spread of the virus, protect the health of our
residents, ensure that the most vulnerable persons are safe and properly
cared for and provide an array of vital support functions to/for
individuals and businesses. 

 

The ongoing financial, social and wider economic impact of the pandemic
will be the greatest test yet. The scale of which cannot be
underestimated.

 

The pandemic has had a significant impact on the Council's financial
position and significant uncertainties still exist. The Council has had to
progress emergency budget measures during 2020/21 aligned to the Reset and
Recovery phase of the Council's Covid-19 response, with all services
included in the review.

 

This review will need to incorporate the extent to which resources are
available to be redirected to reset and recovery activity aligned to
borough priorities around Children's, Growth and Economy and Health and
Integrated Care. 

 

Everyone will appreciate the the impact of Covid-19 has delivered a hugh
challenge to the viability of town centres, and many of our businesses
will struggle to continue to operate in this environment without
significant intervention. For that reason, the Council will rightly be
looking to find flexible ways to retain economic, social and cultural
activity in our town and district centres, as well as looking towards
reshaping them for the future.

 

Given these circumstances you will appreciate the need for the Council to
reassess its plans and commitments alongside the work to reshape a
strategy and vision for the borough.

Your response does not address my original question as to the funds promised on the election leaflet: “Joe and Barrie secure £400k to refurbish the village”, stated on the Labour election leaflet. The leaflet states that the £400k funds have been received and are available immediately.

The election leaflets state that the £400k is “secured” from the “new Future High Streets Fund”. This is prior to COVID-19. We appreciate the current climate, however, if you are announcing and providing £2m capital revenue to Earlestown Town Hall during the COVID situation, your response to Rainhill’s £400k query, is duly up for debate.

Hi Kate,

the way the council have handled this is appalling.

There are so many similarities with how your request has been handled to the way mine was that it appears there may be either an intentional failure to comply with the law or incompetence, neither of which is particularly attractive.

I'd suggest you complain to the ICO. I did, and the ICO have found them in breach of the Freedom of Information Act, and given them 5 weeks to fully respond otherwise High Court and contempt of court action may follow.

Keep going, as it seems their strategy is to hope people give up.

I'm certainly not going to.
