Dear Eastbourne Borough Council,

Last year it was publicly announced by the Council that they had received £2m from central government to spend supporting Eastbourne, in the wake of the Eastbourne Pier arson attack. It was also recorded in the press that the money will 'support numerous projects'.

With reference to the above, please can you provide the following information:

1. A breakdown of the £2m grant, into allocated projects, project operators and planned awards

2. A current status update on whether all of the £2m has been paid out according to plans, or whether any of it is yet to be allocated, spent or drawn down

3. Copies of all project proposal and management documents provided by Eastbourne Borough Council to the Department for Communities and Local Government, in relation to the £2m grant

4. Copies of any documents that provide an evaluation of the benefits and problems of the projects awarded the £2m grant, to date

2.   A current status update on whether all of the £2m has been paid out
according to plans, or whether any of it is yet to be allocated, spent or
drawn down.

 

We can confirm that all the £2m grant has been allocated.  Some of the
projects are still ongoing and therefore some of the funds have yet to be
spent.  The grant funding was not time restricted. Please see attached
Pier project status report for November 2016.

3.   Copies of all project proposal and management documents provided by
Eastbourne Borough Council to the Department for Communities and Local
Government, in relation to the £2m grant

 

Please find attached a copy of the business case and appendices.  Please
note that I have redacted a telephone number and email address in Appendix
6 (History Project) as I consider this to be third party personal
information and therefore exempt from disclosure under Section 40(2) of
the Freedom of Information Act 2000 (FOIA) and also disclosure would
breach the first principle of the Data Protection Act 1998.

 

I have redacted part of the information in Appendix 7 as I consider this
to be information provided to the council in confidence (this includes
concept design plans developed by an architect/designer) and therefore
exempt from disclosure under Section 41(1) of the FOIA.  This is an
‘absolute exemption’ and not subject to the public interest test.

 

I have also redacted the link to the financial information in respect of
the Eastbourne Now business case as some of it is exempt from disclosure
as it relates to third party personal data of those involved and is
therefore exempt under Section 40(2) and the remainder as it is considered
to be commercially sensitive and therefore exempt under Section 43(2) of
the FOIA. 

 

Section 43 is classified as a ‘qualified exemption’. This means that a
Public Interest Test needs to be conducted in order for the council to
determine whether the public interest arguments for disclosure outweigh
the public interest arguments against disclosure.  See below.

Please find attached all the DCLG quarterly progress reports that include
a column to capture risks and narrative.

 

I trust that this deals with your enquiry to your satisfaction, but if you
feel that Eastbourne Borough Council has misunderstood or not responded
appropriately to your request, you have two courses of action:

 

o You can clarify the terms of your original request to allow this to be
looked at again  (if you expand your request this will be dealt with
as a new request)
o All applicants have a 'right of appeal'.  An appeal should be focused
on the original request and should identify how the council’s response
failed to answer your information request.  Appeals must be made in
writing (or e-mail) within 40 working days of receipt of this response
and addressed to the Head of Projects and Performance, who acts as the
Appeals Officer, to the address below:

further appeal about the same information request can be directed to the
