£1.25million development at James Watt Dock Marina

Dear Inverclyde Council,

After reading the proposed cuts due to the overspend of the budget I never noticed the removal of the £1.25million development at James Watt Dock Marina as part of the proposed cost cutting exercise. As someone who has lived in Greenock for the best part of 40 years I see no material benefit of such a development to the people in the town who pay their council tax each year. As myself and am sure many other local residents do not own boats or ever wish to.

Who exactly is going to benefit from this development? It's like those windfarms that sit on top of our hill now. They are an eyesore and provide absolute no benefit to the community or once again to everyone who pays their council tax.

Therefore I would like to know
(a) how much of the Council's money has already been spent on this development in terms of consultation fees, architect fees and other related costs.
(b) which budge is these monies being deduction from ie 2017/18 or 2018/2019
(c) what financial impact would this have on the budget (The one were we are all voting on the best way to make cuts) if this development would not proceed? ie would it add another £1.25m into the budget to safe guard people's jobs. etc
(d) what other future developments are currently on going and what percentage of the budget do these make?
(e) the land the proposed site is to be used to develop is currently being used by the local sea Cadets. This is an establishment that has been here for the best part of 80 years. What compensation package are you offering in terms of relocation/renumeration? Also, which budget will this be taken from?

Please see below our response to your FOI request dated 15^th January
2018.

 

The £1.25m James Watt Dock Marina development you refer to is not a
Council development, it is a development by the James Watt Dock LLP (JWD),
a partnership between Riverside Inverclyde and Clydeport/Peel.  Inverclyde
Council has no direct involvement in JWD, no Council monies have been
spent on this project and no Council budget is allocated to it.  It is
therefore not relevant to the Council’s current budget position.

 

All Council budgets, both Revenue and Capital, are reported regularly to
the relevant Committee and are available for viewing on the Council
website, see link below.  Developments of this type are generally capital
in nature and details can be found in the Capital Programme.   The Capital
Budget is separate from the Revenue budget and capital projects have no
direct impact on the Revenue budget, it is not practical or indeed
relevant to measure future capital developments as a percentage of the
Council’s Revenue budget.

 

The arrangements regarding the Sea Cadets are a matter for JWD, the
Council has no involvement here and cannot comment.
