Provision Quarterly Online Tracker Survey & Quarterly Telephone Survey

The details we require are:

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

In your email you have requested details regarding the Provision Quarterly Online Tracker Survey & Quarterly Telephone Survey contract. The Gambling Commission responses to your questions are as follows:

This was a further competition under Crown Commercial Services Research Marketplace Dynamic Purchasing System (DPS) ref RM6018. There is no PQQ stage in the process for running further competitions under this DPS. The process for selecting suppliers is built into the DPS structure and the list of suppliers selected is below. All were unsuccessful except for Populus, as published in the Contract Finder award notice which you previously provided the link to.

The value of the On Line Survey is £85,150.00 and the Telephone Survey is £174,190.00

The start date and the end date of the contract are 30/01/2019 and 29/01/2021

An extension of 1 year is possible

5.Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

No decision has yet been taken.

6.Who is the senior officer (outside of procurement) responsible for this contract?

In relation to the details of the person from within the organisation responsible for this contract; this is personal data which is exempt from disclosure. The Data Protection Act 2018 requires the processing of personal data to be fair and lawful.

It would be disproportionate for us to publicly disclose the identity of this individual given their position within the organisation unless there is a strong public interest in doing so. These individuals have a legitimate expectation that their personal details will not be disclosed unnecessarily as they are not public facing roles or roles that are senior enough to warrant their identities being made publicly available.

On balance, there is no legitimate public interest in disclosing their identity and it would not be fair to do so. This information is therefore exempt under section 40(2) of the Freedom of Information Act 2000.
