Provision of water for firefighting at Cuadrilla Preston New Road fracking site

Helen Chuntso made this Environmental Information Regulations request to United Utilities Water PLC
You only have a right in law to access information about the environment from this authority

The request was partially successful.

Dear United Utilities Water PLC,

1) Please explain by what means United Utilities has determined the continued provision of water supplies to the public, in the event of needing to supply Lancashire Fire And Rescue Service with water for a fire on the Cuadrilla Preston New Road site?

2) Please confirm, stating yes or no, if you have an agreement in place with Lancashire Fire And Rescue Service (or any other private company subcontracted to or acting as an emergency responder) in the event of a fire at the well site, to be able to access water supplies for firefighting.

3) Please provide a copy of any agreement as stated in 2) above in full.

I understand that the fire hydrant is part of the same system as the mains supply. I am aware that recently there has been requests made to the public to refrain form using hosepipes/ long showers.

4) Please state which water supply has priority, especially if there is low pressure, and there is a need for water to firefight on Cuadrilla's Preston New Road well site.

5) Please state exactly at what point/ pressure United Utilities would request Lancashire Fire And Rescue Service to use reservoir or sea waters.
If such an decision or agreement has not been made or does not exist, please state this.

Yours faithfully,

Helen Chuntso

Dear Ms Chuntso

We refer to your e-mail of 6th September 2018 below in which you sought an
internal review.

The request you web linked us to below refers to the following request:

What charge is United Utilities asking  Cuadrilla for provision of :

1) Mains water supply
2) Westby and /or other reservoir water

What is the total volume of water agreed for provision of:

3) mains water
4) and reservoir water

5) Please for the new pipeline from Westby Reservoir to Preston New Road,
what was the financial contribution
a) from Cuadrilla
b) and please state the total cost of the project.

We have logged this on our system under our reference
Legal/EIR/2018/07/ID467, and provided you with an interim response, on
27^th July 2018. We do however accept that unfortunately we failed to
provide you with our response to you on part 5b and we will continue to
look into this. Our response would form part of the internal review

However as will be noted from the attachment, I have highlighted a
specific point for which we would be grateful to receive your
clarification upon, so that the internal review can be completed.

We look forward to hearing from you on that point.

We are also aware that you have made a separate request under our
reference Legal/EIR/201/07/ID468, and for ease of file management we will
write to you under separate cover in respect of that request.

In the meantime, we look forward to hearing from you with your
clarification as highlighted in the attachment.

Yours sincerely
