I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

Provision of Procurement Specialist on Temporary Assignment:

The details we require are:
• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your information request received on 14 April for
information related to RWM’s contract for the Provision of Procurement
Specialist on Temporary Assignment (ref RWM010860). I have treated your
request under the Freedom of Information Act 2000 (‘the FOI Act’) and
confirm that we hold the information you have requested. Our responses are
provided below:

 

·       Suppliers who applied for inclusion on each framework/contract and
were successful & not successful at the PQQ & ITT stages

 

The Framework used is Local Government Resourcing Partnership (LGRP) Lot 1
Executive and Interim Recruitment. The call off made is a direct award for
an individual assignment for a Procurement Specialist to Hays under Lot 1
Executive and Interim Recruitment. There were no unsuccessful bidders.

 

·       Actual spend on this contract/framework (and any sub lots), from
the start of the contract to the current date

 

This direct award call off contract under Lot 1 Executive and Interim
Recruitment Lot is for £37,290.  The contract duration is 1 April 2021 to
6 August 2021.

 

·       Start date & duration of framework

 

The dates of the LGRP Framework are:

Start: 6 October 2017

End: 2 October 2021

 

·       Is there an extension clause in the framework(s)/contract(s) and,
if so, the duration of the extension?

 

The LGRP Framework used by RWM to call off this requirement runs from 6
October 2017 for 2 years until 5 October 2019. The option to extend for
additional 2 years was 1+1 to 2 October 2021.

 

There is no extension clause under this direct award contract to Hays, Lot
1 Executive & Interim Recruitment, but there have been multiple call offs
made under this Lot.

 

·       Has a decision been made yet on whether the
framework(s)/contract(s) are being either extended or renewed?

 

The overarching LRGP Framework ends on 2 October 2021 – the temporary
assignment for an Interim Procurement Specialist position is a call off
agreement under Lot 1 Executive and Interim Recruitment. There is no
option to extend this assignment but future call off assignments may be
made in future at RWM’s discretion.

 

·       Who is the senior officer (outside of procurement) responsible for
this contract?

 

We are not providing the details of the staff member responsible for this
contract as we consider this to be personal information that falls to be
exempt under Section 40(2) of the FOI Act for personal data. Information

Section 40(2) of the FOI Act exempts information from disclosure where it
is personal data of someone other than you and disclosure would put us in
breach of the principles of the Data Protection Act 2018 and the General
Data Protection Regulation (GDPR) which require that personal data be
processed lawfully, fairly and in a transparent manner in relation to the
individual concerned.

 

Guidance from the Information Commissioner’s Office states that personal
information can be released where it is deemed the staff member in
question is either public facing or senior/decision making. It also states
that this should only be done where “the legitimate interest can only be
met, or fully met, by the disclosure of information which identifies
individuals.” We consider that the legitimate interests of your request
can also be fulfilled by providing RWM’s procurement information which is
included above.

 

If you are unhappy with the way in which RWM has dealt with your request,
you have the right to require us to review our actions and decisions. If
you wish to request a review, please write to me at
[2][RWM request email] within 40 working days of receipt of this
response. You will receive a full response to your request for review
within 20 working days of its receipt.
