In relation to the provision of Internal Audit services could you
please advise me of the following, as incurred in the financial
years 2007/08, 2008/09 and 2009/10:

• Which company provided your Internal Audit Services for the above
years.
• The number of audit days the Internal Audit Services contract
allowed for in each of the above years.
• The base cost of the Internal Audit Contract for the each of the
above years.
• The cost of any additional audit services required (i.e. work
outside of the main contract) in each of the above years.
• The salary, or salary band (e.g. £15k-£20k, £20k-£25k, etc.) of
any officer of the authority tasked with managing the Internal
Audit contract and roughly how many hours a week of their time is
given over to this task.

Finally please provide me with a copy of the audit plan for 2009/10
and 2010/11.

Please find below and attached the response to your Freedom of
Information request.

1. Provision of Internal Audit Services. The Council's Internal
Audit Service has been provided by the Welland Internal Audit Consortium
since 2006/7. The Consortium was established as a shared service with
Harborough District Council, East Northamptonshire Council and Melton
Borough Council: in 2010/11 Corby Borough Council joined the Consortium.
Rutland County Council is the employing authority for the staff of the
Consortium,

2. Audit Days Commissioned. Rutland County Council has commissioned
450 audit days every year since the Consortium was established. In 2010/11
the commissioning arrangement was modified to identify separately the
number of days provided for work in respect of the County's schools and
colleges. The Consortium has its own budget allowing it to buy in
specialist support in the area of IT auditing: this equated to about 9
additional days of audit work delivered to RCC. As part of the current
spending review a decision has been taken to cease procuring external
support.

3. Audit Costs. Each of the Consortium's client local authorities
pay a percentage of its annual budget reflecting days commissioned.
Rutland County Council paid £72,000 in 2007/8; £88,000 in 2008/9; and
£87,700 in 2009/10.

4. Costs of Additional Services. The Consortium arrangement
provides for all services delivered to be covered by the annual payment.

5. Costs of Contract Management. The officer who manages the
performance of the Consortium is paid on the JNC scale for Chief
Officers. The salary is £60,000. Approximately one hour per week is
dedicated to this task.
