Provision of Delivery Support for the EU Exit Settlement Scheme

Dear Home Office,
I am writing to you in regards to Provision of Delivery Support for the EU Exit Settlement Scheme contract with PricewaterhouseCoopers LLP (Contract Reference: CCCC18A62).

Please provide me with the latest iteration of outputs for the following project deliverables stipulated in Point 2.1 of the above mentioned contract:

10 KPI strategy document (containing details of measurable communications success criteria)
11 Stakeholder matrix (including key personas)
12 Updated overarching integrated communications strategy (to include objectives and success metrics for each target audience group)
13 Updated communications toolkits
14 Tailored audience-led campaign strategy (to include tailored communications materials such as briefing and messaging summaries, shareable social media, graphical content and copy for publication in internal and external outlets)
15 Scenario-based crisis management model (to include a full range of scenario projections and responses)
16 Portfolio of case studies and stress test scenarios to be piloted
17 Audience readiness assessment (to be iteratively developed through regular pulse surveys and/or focus groups)
18 Fully costed media plan for delivery/support
19 Regional/industry sector logistics and planning framework

Should any of the above be held on record but fall under any exemption within the FoI Act I am expecting:
a) detailed explanation on what grounds request was rejected by referring to contract deliverable numbering above;
b) for any of the above deliverables that do not fall under FoI Act exemptions to be shared with me [no blanket refusal];
c) specifically in regards to Part I Clause 12(1) of the Freedom of Information Act 2000 I would like you to identify which of the above contract deliverables would trigger the exemption under the clause. I would expect you to provide information for all other of the above deliverables that are available within the limits of Clause 12(1) [no blanket refusal].

Dear Home Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Home Office's handling of my FOI request 'Provision of Delivery Support for the EU Exit Settlement Scheme'.

I disagree with your conclusion that Exemption Section 36(2)(b)(i) applies to deliverables 10, 11, 12 of the contract in question. You are arguing that release of the information would have a 'chilling effect'.

I argue that:
10 KPI strategy document (containing details of measurable communications success criteria),
11 Stakeholder matrix (including key personas) and
14 Tailored audience-led campaign strategy only consist of relatively neutral statements, and that it may not be reasonable to think that its disclosure could inhibit the provision of advice or the exchange of views. The contract deliverables are finalised strategies, not discussion papers.

I also argue that blanket application of Section 36(2)(c) on deliverable 14 is unreasonable as you disclose that the exemption only applies to parts of the documents associated. I therefore expect redacted information showing all information not falling under the exemption.

I would also like a review of the application of all other exemptions used for all deliverables (10-19).
