Dear Salford Primary Care Trust (PCT),

I am an academic researcher, attempting to assess the provision of augmentative and alternative communication devices by the NHS. Would you please send me details of augmentative and alternative communication devices supplied/purchased by your trust between 31st March 2006 and 1st April 2011. I would like the information broken down by both product name (So for example Dynavox Xpress, iPod touch with TapToTalk, BigMack) and by year. I would like information for both children and adults, but I don't require a breakdown by age.

I attempting to find out how many people who have poor or no speech have a speech aid, in particular electronic speech aids, and I would like to know how many have been supplied by the trust during the last five years.

Deven PCT have helpfully give examples on a previous request. The format they used was

Just to make the process more efficient for you guys - it would be great to clarify a couple of things at this stage - I am aware that some trusts make use of commissioning trusts to do the actual purchase of the devices; when I have contacted the commissioning trusts I've been often redirected back to the PCT because the paperwork for previous years have been stored at the PCT - this redirection must be causing additional work for both trusts in the long run and it would be great to avoid it (http://www.whatdotheyknow.com/request/au...
is an example of the problem)

I contacted Salford Royal Foundation Trust as requested and after lengthy delays received the following reply

"A member of the team has spoken to our Purchasing and Supplies department at Salford Royal NHS Foundation Trust, and I am now able to tell you that any purchasing records prior to integration (April 2011) for the Speech and Language Therapy team will be held at NHS Salford (Formerly Salford Primary Trust).

All of the information regarding supply purchase dates and the costs incurred will be held within NHS Salford's reports"

Can you tell me what's going on here? I appear to have two different trusts blaming each other...

I am writing to request an internal review of Salford Primary Care Trust (PCT)'s handling of my FOI request 'Provision of augmentative and alternative communication devices'.

I made my request on the 11th November 2011, I was told that the information was at another trust. I went though a lenthy FOI process at the other trust only to be told that the information was at Salford Primary Care Trustafter all. I asked Salford Primary Care Trust for an explenation of what had happened.

I waited for a month, there was no reply.

I phoned up, I was told that someone would 'get back to me' on next day.

I waited for some more. I sent a reminder email.

Today I received an email that did not explain why there was a delay, did not explain why I had been sent to another trust to waste both their time and ours - apologised for neither of these things and then refused my request on the grounds of cost.

I would like to know - why the delay, why the wild goose chase, and why does it cost so much for Salford Primary Care Trust to perform this request when almost two hundred trusts across England Scotland and wales have managed to efficiently and without issue supply exactly the data we are asking for here - I'm genuinely curious to know what is different about Salford Primary Care Trust.

Hi Gina,

No complaint to be made - I made a freedom of information request, it didn't come back in a way that was what I was looking for and I asked for an internal review of the freedom of information request (relevent guidelines are at http://www.ico.gov.uk/upload/documents/l...) I've had to make these internal review requests in about 1 in 10 cases (I think, I don't have exact numbers to hand) so it's a fairly normal occurance… I'm a bit confused why it's being handled by the complaints department though - can you give me some more information on that?

I am glad to hear you found the Internal Review which you requested to be of a high standard. I will certainly pass on your words of gratitude to my staff who spent time on the response.

With regard to the information requested - as detailed in our previous response, Exemption 12 has been applied. The number of hours it would take both our Finance and Procurement teams to collate the data would exceed the appropriate limit. This means that if you wish the data to be sourced then payment would be required as detailed in the form sent to you on 31st May 2012.

Although new systems have recently been installed, historic data cannot be transferred and unfortunately the legacy system is unable to run reports on combined criteria (i.e. department, category, product & supplier etc)

Um - are you sure? I've done a few ICO escalations over the course of this study and I understand that they take an awful lot of time and effort on both the ICO part and also for you guys - I'm just trying to check on why there is a problem with the information - I suspect is might just be some miscommunication from the IT team...

I am sure that this is the process and therefore it should be followed.

My review identified the information requested was not held electronically nor centrally so exemption 21 was valid.

Please follow the process as advised as this FOI request was closed on the 12/07/2012 when a copy of the Internal Review Report was sent to you.

I had an informal chat with the some at the ICO and there was an agreement to come back and say - Are you *sure* you want this to go to the ICO? I really think this would be easier for you to keep the dialog open...

I think you are misunderstanding the concept of FOI, the guidance from
the ICO website states:

A requester may ask for any information that is held by a public
authority. However, this does not mean you are always obliged to provide
the information. In some cases, there will be a good reason why you
should not make public some or all of the information requested.
You can refuse an entire request under the following circumstances:

It would cost too much or take too much staff time to deal with the
request.

This is the reason NHS Salford are not able to provide the requested
information under FOI which has been previously explained to you
(Section 21 exemption). "Keeping the dialogue open" is therefore neither
necessary nor possible.
