Provision of an Incident recording software tender - published earlier this year.

The details we require are:

• Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of framework
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

FREEDOM OF INFORMATION ACT 2000-INFORMATION REQUEST

Your request for information has been considered under the requirements of the Freedom of Information Act and our response is as follows:

(1) Details of Suppliers who applied for inclusion on the contract and were successful / not successful at PQQ and ITT stages.

We can confirm that the contract itself was recently awarded to Comunis Ltd trading as ISARR. We are refusing the request for the names of the unsuccessful suppliers under Section 43 (2) of the Freedom of Information Act as we believe this information could prejudice their commercial interests. Companies excluded at PQQ stage might be unfairly perceived as having not met the basic requirements of supplier due diligence, and are therefore not a reputable or credible organisation. Similarly a negative portrayal may arise from knowledge of exclusion at ITT stage.

Because Section 43(2) is a qualified exemption we have to undertake the public interest test. Whilst we accept there is a public interest in the tendering process, we do not believe this extends to potential commercial prejudice against unsuccessful suppliers, which may have the knock on effect of discouraging them from tendering to the university again in future, potentially reducing our available pool of suppliers, with an inherent negative impact for the university in gaining the best deal.

We can confirm there were seven unsuccessful bidders.

(2) Actual contract value of the contract.

£50,000 for the Initial Term as stated below, with a further cost of £8,000 per annum for each Option Year if De Montfort University elects to extend.

(3) Start date and duration of the contract.

Contract Start Date 01 August 2019. Contract Period consists of an Initial Term of 3 years and a further 2 x 12 months options from Acceptance, with Full Acceptance / Go Live anticipated to be 20 December 2019.

(4) Is there an extension clause and if so what is the duration of this?

As stated above.

(5) Has a decision been made yet on whether the contract is being either extended or renewed?

Not applicable – Currently only within the Initial Term of the recently awarded contract in this area and some way off yet still with regards to any option decision being needed.

(6) Who is the senior officer (outside of procurement) responsible for this contract?
