Providing empty property data, quality issues

Dear Chorley Borough Council,

In terms of the Freedom of Information Act of 2000, and subject to section 40(2) on personal data, could you please provide me with a complete and up-to-date list of all business (non-residential) property rates data for your local authority, and including the following fields:

- Billing Authority Reference Code (linking the property to the VOA database reference)
- Firm's Trading Name (i.e. property occupant)
- Full Property Address (Number, Street, Postal Code, Town)
- Occupied / Vacant
- Date of Occupation / Vacancy
- Actual annual rates charged (in Pounds)

I am aware that you already publish data which mostly answers this request, however the billing authority reference number, which we use to match your data to the VOA master list, has data quality issues. It appears that the significant digits have been lost, leaving identical references for multiple properties.

Please could you correct this and provide an updated version of your data.

I am writing in response to your request for information under the terms
of the Freedom of Information Act 2000, Ref No FOI/17/180.

Please find below, the details of your request and our response in blue.

Section 21 (1) of the Freedom of Information Act 2000 states that ‘Information which is reasonably
accessible to the applicant other than under Section 1 is exempt information’ and Section 22 (1) (a)
and (b) states that:

Information is exempt information if-

 a. The information is held by the public authority with a view to its publication, by the authority or
any other person, at some future date (whether determined or not),
 b. The information was already held with a view to such publication at the time when the request for
information was made.

 

Information regarding Business Rates accounts is available in the form of .csv files that can be found
on the Chorley Council website at:

If you expand the ‘Freedom of Information’ section and scroll down to the bottom of the section, you
will find Business Rates files.

(This information is updated monthly).

Please note, the link contains a list of businesses and charities who have become newly liable for
business rates during the month of February.  The actual liable date is provided for each entry. 
March’s information will be published during the first few days of April.

 

I therefore refuse your request for this information, under Section 21 of the Freedom of Information
Act 2000, on the grounds that the February information is reasonably accessible by other means and
Section 22 on the grounds that March data is held by the public authority with a view to its future
publication.

 

As previously stated, this information is updated monthly, so this file will be replaced during the
first few days of April.
